The Delhi government recently launched four significant women-centric welfare schemes, aiming to boost mobility, financial security, and social empowerment. Launched on March 2, 2026, by President Droupadi Murmu under the overarching theme of “Sashakt Nari, Samriddh Delhi” (Empowered Women, Prosperous Delhi), these schemes are designed to address various facets of women's daily lives, from safe transportation to long-term financial stability.
The comprehensive program reflects a growing commitment to gender-inclusive governance and aims to enhance women's independence and participation in urban development. Delhi Chief Minister Rekha Gupta emphasized that these schemes are pivotal for providing security from birth, investing in education, ensuring freedom of travel, and offering relief in household expenses, collectively paving the way for a prosperous Delhi.

Saheli Pink National Common Mobility Card: Enhancing Mobility and Safety
One of the cornerstone initiatives is the Saheli Pink National Common Mobility Card (NCMC), designed to revolutionize public transport access for women. This card aims to provide seamless and free travel for eligible women and transgender residents across Delhi's bus network.
Key Benefits of the Saheli Pink NCMC:
- Free Bus Travel: The card enables free travel for women on Delhi Transport Corporation (DTC) buses, significantly reducing commuting costs and promoting easier movement for work, education, and daily activities.
- Integrated Connectivity: Operating within the National Common Mobility Card framework, the Pink NCMC promotes integrated transport connectivity. It is planned to be integrated for paid travel across other public transit modes, including the Metro and Regional Rapid Transit System (RRTS), using a single touch-free smart card.
- Digital Convenience: The card supports digital ticketing and unified transit access, enhancing convenience and promoting cashless travel.
- Improved Participation: By ensuring safe and affordable mobility, this initiative is expected to improve women's participation in the workforce and access to educational opportunities.
Cards will be issued free of cost at approximately 50 DM/SDM offices and selected DTC centers. Eligibility will be verified via Aadhaar and linked to the beneficiary's mobile number to prevent duplication.
Delhi Lakhpati Bitiya Yojana: Securing the Future of Girl Children
The Delhi Lakhpati Bitiya Yojana is a transformative scheme focused on the financial security and empowerment of girl children, introduced as a modern, digital, and incentive-based replacement for the earlier Ladli scheme.
Key Features and Benefits:
- Financial Security from Birth: The government will deposit ₹61,000 in stages in the name of each eligible girl child from birth until graduation.
- Maturity Benefit: With accumulated interest, the deposited amount is expected to grow to over ₹1 lakh by the time the beneficiary turns 21. This maturity benefit will support her higher education or vocational training, transferred directly to her Aadhaar-linked bank account upon meeting educational criteria.
- Eligibility Criteria: Families with an annual income below ₹1.20 lakh (or up to ₹1.20 lakh as per some sources) are eligible, provided they have resided in Delhi for at least three years, and the girl child was born in Delhi. Benefits are limited to two living girl children per family. The scheme also includes girls residing in child care institutions, where the government acts as a guardian.
- Digital and Transparent: The scheme will operate through a fully digital, faceless, end-to-end online portal, ensuring transparency and efficient financial management, with SBI Life Insurance Company Limited handling the financial management under the SBI Life Dhanrashi Sadhan framework. A budget provision of ₹128 crore has been made for the scheme.
Free LPG Cylinders Scheme: Alleviating Household Burdens
Addressing the financial strain of household expenses, the Delhi government has launched the Free LPG Cylinders Scheme.
Benefits of the Scheme:
- Festival Support: Eligible ration card-holding families in Delhi will receive two free LPG cylinders annually, specifically during the major festivals of Holi and Diwali, starting in 2026.
- Direct Benefit Transfer (DBT): The financial support, equivalent to the current price of one cylinder, will be transferred directly into the Aadhaar-linked bank account of the head of the family, ensuring transparency and accountability.
- Widespread Impact: Approximately 15.50 lakh ration card-holding families are expected to benefit from this scheme, which encourages the adoption of clean cooking fuel for better health outcomes and offers significant financial relief. An amount of approximately ₹130 crore has already been transferred under this initiative.
'Meri Punji, Mera Adhikaar' Initiative: Ensuring Timely Financial Entitlements
The 'Meri Punji, Mera Adhikaar' initiative focuses on ensuring the timely payment of pending financial entitlements, particularly under the existing Delhi Ladli Scheme.
Purpose and Impact:
- Disbursement of Pending Dues: This program ensures that beneficiaries of the long-running Delhi Ladli scheme (active since 2008 for girl child education) receive their overdue funds efficiently.
- Direct Benefit Transfer: Over ₹100 crore (specifically ₹100.25 crore as per some sources) has been transferred directly into the Aadhaar-linked bank accounts of 40,642 eligible girl beneficiaries in a major DBT rollout. An earlier phase saw approximately ₹90 crore transferred to nearly 30,000 girls.
- Transparency and Accountability: This initiative promotes transparency and accountability in welfare distribution systems, addressing citizens' financial rights in a timely and structured manner.
These four initiatives collectively represent a robust framework for women's empowerment in Delhi.
