West Bengal Embraces Ayushman Bharat: A New Era of Healthcare for 1.36 Crore Families

West Bengal is set to revolutionize healthcare access by implementing the Ayushman Bharat scheme from July, extending ₹5 lakh annual health coverage to over 1.36 crore families. A New Dawn for Healthcare in West Bengal

In a significant development for public health, West Bengal is poised to implement the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (PM-JAY) starting July 1. This crucial move will extend comprehensive health insurance coverage to over 1.36 crore families across the state, ensuring that a vast segment of the population receives quality healthcare support. The Chief Minister, Suvendu Adhikari, confirmed this rollout after discussions with Union Health Minister J. P. Nadda, signaling a renewed focus on aligning state and central healthcare initiatives. This re-entry into the national scheme, after a period of absence, is expected to bring widespread benefits, particularly for economically weaker sections and the state's migrant workforce. Indeed, West Bengal is set to embrace this change, marking A New Dawn for Healthcare Access.

The Road to Re-entry

West Bengal's journey with Ayushman Bharat has seen a notable evolution. The state had initially joined the AB-PMJAY scheme from September 23, 2018, to January 10, 2019, but subsequently withdrew. This decision had deprived crores of people in Bengal of the benefits under the central scheme. The recent change in administration, following the 2026 assembly elections, has paved the way for the state's re-integration into the program. Prime Minister Narendra Modi welcomed the decision, emphasizing the welfare of the people of West Bengal. Enrollment work for Ayushman Bharat cards has already commenced, and beneficiaries are expected to start receiving health cards from July.

Understanding Ayushman Bharat: Benefits for Bengal

Ayushman Bharat, officially known as Pradhan Mantri Jan Arogya Yojana (PM-JAY), is India's flagship public health insurance program, launched in 2018. It aims to reduce the financial burden of medical treatment on families by providing cashless health insurance coverage.

Comprehensive Coverage and Cashless Access

Under the Ayushman Bharat scheme, each eligible family in West Bengal will receive health insurance coverage of up to ₹5 lakh per year for secondary and tertiary hospitalization. This extensive coverage encompasses a wide array of medical expenses, including examination, treatment, consultation, pre-hospitalization costs, medicines, diagnostics, surgery, ICU charges, accommodation, food services, treatment-related complications, and post-hospitalization follow-up care for up to 15 days. A significant advantage of the scheme is the provision of cashless treatment across a wide network of empanelled government and private hospitals throughout India. This portability feature is particularly beneficial for the state's migratory workforce, allowing them to access healthcare services regardless of their location within the country. Moreover, the scheme places no restriction on family size, includes parents-in-law, and covers all pre-existing diseases from day one. Senior citizens aged 70 and above are also explicitly covered, regardless of their income status, providing crucial support for the elderly.

This initiative mirrors the broader national effort to bolster healthcare, as seen in other regions. For example, Delhi's Healthcare Transformation has already seen over 7.72 lakh Ayushman Bharat Health Cards issued, facilitating tens of thousands of treatments.

Integrating with Swasthya Sathi

West Bengal previously operated its own comprehensive health insurance scheme, Swasthya Sathi, launched on December 30, 2016. The Swasthya Sathi scheme also offered cashless healthcare coverage of up to ₹5 lakh per family annually and was entirely state-funded. With the re-implementation of Ayushman Bharat, the state government has clarified that existing Swasthya Sathi beneficiaries will be incorporated into the central scheme. The plan is to shift nearly six crore people currently holding Swasthya Sathi cards to the Ayushman Bharat scheme. While enrollment has begun, officials are actively working out the practicalities of this merger, which may involve a two-category structure to accommodate beneficiaries who qualify under different eligibility criteria.

Wider Reach and Future Prospects

The implementation of Ayushman Bharat in West Bengal is backed by substantial central support. The Centre has sanctioned ₹2,103 crore for the National Health Mission in West Bengal, with an initial allocation of ₹527 crore already received. A total resource envelope of ₹3505.59 crore for the fiscal year 2026-27 has been conveyed to the state under the National Health Mission. This funding will not only facilitate the Ayushman Bharat rollout but also strengthen the state's overall healthcare infrastructure. The state is also expected to sign the Ayushman Arogya Mandir agreement with the Centre in Delhi during the first week of June.

Beyond insurance, Chief Minister Suvendu Adhikari has announced other initiatives, including proposals to establish medical colleges in districts like Alipurduar, Kalimpong, Dakshin Dinajpur, and Paschim Bardhaman, and to set up an AIIMS in North Bengal. There are also plans to increase the number of PM Jan Aushadhi Kendras in West Bengal from 117 to 469, making essential medicines available at subsidized rates. These efforts collectively aim to enhance accessibility, affordability, and quality of healthcare for all residents of West Bengal.
