West Bengal is set to revolutionize welfare delivery with the Jana Kalyan Shivirs, a massive outreach program from June 15-17, 2026. These camps will offer a single-window platform for citizens to apply for over 50 state and central government schemes, update records, and resolve grievances on the spot.

In a significant move to enhance public service delivery, the West Bengal government is launching a series of “Jana Kalyan Shivirs” (Public Welfare Camps) across the state. This ambitious initiative, designed to bring government services and welfare schemes directly to the people, marks a proactive approach to ensure that benefits reach every eligible citizen. These camps are poised to streamline application processes, provide on-the-spot assistance, and address grievances, fostering a new era of accessible governance in the state.

What Exactly Are Jana Kalyan Shivirs?

The Jana Kalyan Shivirs are a citizen-centric outreach program introduced by the West Bengal government. Serving as a centralized platform, these government-organized camps allow citizens to access a multitude of welfare schemes and public services from a single location. The primary objective is to bridge the gap between various central and state government schemes and their intended beneficiaries, facilitating on-the-spot registration, verification, delivery of services, and grievance redressal at the last mile.

Modeled around the successful ‘Duare Sarkar’ (Government at Doorstep) scheme of the previous administration, these mega camps are specifically engineered to ensure the efficient last-mile delivery of projects launched by the newly-formed government. This approach underscores a commitment to transparent and effective governance, aiming to make welfare provisions more readily available to all residents of West Bengal.

Key Dates and Widespread Reach

The Jana Kalyan Shivirs are scheduled to be held statewide from June 15 to June 17, 2026. During this three-day drive, services from 19 different departments will be brought together under a single platform.

To ensure widespread accessibility, the camps are being organized across Gram Panchayats, Blocks, Municipalities, Urban Local Bodies, and Wards. Specifically, the local administration will arrange one camp to cover approximately seven Gram Panchayats and around ten wards in rural and urban areas, respectively. In Municipal Corporation areas, including the Kolkata Municipal Corporation (KMC), one camp will be held for each of the 16 Boroughs. This extensive network aims to cover every corner of the state, with about 3,283 camps scheduled so far. The camps will remain open from 10 AM to 5 PM, providing ample time for interaction, awareness, application submission, and facilitation under individual benefit schemes.

A Plethora of Schemes Under One Roof

The Jana Kalyan Shivirs will be a gateway to a wide array of welfare initiatives. Benefits for 35 state government schemes will be delivered, and awareness regarding 54 projects spanning 19 departments will be conducted. Citizens will be able to apply for numerous central and state schemes, including:

  • Central Government Schemes: Notable central schemes available include Ayushman Bharat, PM-Kisan Samman Nidhi, Pradhan Mantri Jan Dhan Yojana, PM Ujjwala Yojana, PM Vishwakarma, PM SVANidhi, Atal Pension Yojana, PM Jeevan Jyoti Beema Yojana, PM Suraksha Beema Yojana, PM Shram Yogi Maandhan, PM Garib Kalyan Anna Yojana, Kisan Credit Card (KCC), and National Social Assistance Programme (NSAP). The new government has committed to implementing all central government schemes that were previously not fully adopted in the state, signaling a new era of 'double-engine' governance.
  • State Government Schemes: Key state initiatives include the Annapurna Yojana (which replaces the Laxmi Bhandar scheme and offers ₹3,000 per month to eligible women), Kanyashree Yojana, Student Credit Card, and the Bina Mulya Samajik Suraksha Yojana (BMSSY). Other schemes such as the Jai Bangla Pension Scheme, Rupashree Prakalpa, Krishak Bandhu Scheme, and Khadya Sathi Scheme are also crucial components of the state’s welfare framework.
  • Other Services: Beyond direct scheme applications, the camps will facilitate Citizenship Amendment Act (CAA) applications, Aadhaar enrolment and seeding, land mutation services, scholarship programmes, and the opening of zero-balance bank accounts. Grievances related to these schemes will also be addressed promptly.

Seamless Application and Dedicated Support

Applicants are required to provide valid supporting documents and meet the specific eligibility criteria for each program. The application process has been made user-friendly, with provisions for both online and offline submissions. To assist citizens, the district magistrates have been instructed to deploy an adequate number of trained volunteers who will help people fill out the necessary forms. For services requiring digital identification, such as ration card services, citizens can utilize the Aadhaar enrolment and seeding facilities available at the camps, which aligns with West Bengal's digital revolution in public services.

Upon successful submission, applicants will receive an acknowledgment receipt, which is crucial for tracking the application's progress. Government officials will then undertake the verification process, with payments for approved schemes typically credited directly to the beneficiaries' bank accounts through Direct Benefit Transfer (DBT).

The Vision Behind the Shivirs

The Department of Planning, Statistics and Programme Implementation will serve as the nodal department for the Jana Kalyan Shivirs. For smooth implementation, task forces have been constituted at various levels, including a state-level apex committee headed by Chief Secretary Manoj Agarwal, district-level task forces led by District Magistrates, and Municipality/Block-level task forces headed by SDOs/BDOs. Senior IAS officers have also been deployed across districts to visit camps, coordinate with DMs, and guide officials.

Chief Minister Suvendu Adhikari has emphasized that all initiatives are being launched for people from all sections of society, ensuring that citizens can enjoy the benefits of having a robust government committed to their welfare. The government has also assured that no welfare programs run by the previous government will be discontinued, fostering continuity and stability in welfare provisions.
