The Indian government has significantly strengthened welfare and social security for senior citizens through robust new schemes and enhancements to existing programs. This comprehensive approach, guided by a vision for dignified and active aging, addresses critical areas like healthcare, financial stability, and assisted living. These measures reflect a proactive stance in safeguarding the well-being of the nation's elderly population, which is projected to grow substantially in the coming years.
Atal Vayo Abhyudaya Yojana (AVYAY)
At the forefront of these efforts is the Atal Vayo Abhyudaya Yojana (AVYAY), an umbrella scheme by the Government of India. It consolidates various welfare programs to promote healthy, dignified, and active aging across the country. Under AVYAY, the Ministry of Social Justice and Empowerment provides grant-in-aid to eligible organizations for running Senior Citizen Homes, Continuous Care Homes, Mobile Medicare Units, and Physiotherapy Clinics. The program aims to enhance the quality of life for indigent senior citizens by providing access to essential services such as shelter, food, healthcare, and recreational opportunities. Since FY 2021-22, these initiatives have positively impacted over 6.98 lakh senior citizens nationwide.
Healthcare Revolution for Seniors
Healthcare provisions for senior citizens have seen a significant boost, making quality medical care more accessible and affordable.
Ayushman Bharat PM-JAY Expansion
A monumental expansion of the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB PM-JAY) was approved by the Union Cabinet on September 11, 2024. This ensures health coverage of up to ₹5 lakh per family per year for all senior citizens aged 70 and above, regardless of their income. This initiative, which became widely effective from October 2024, benefits approximately 6 crore elderly individuals from about 4.5 crore families. Existing Ayushman Bharat families will also receive an additional ₹5 lakh top-up cover exclusively for the senior citizen, which does not need to be shared with other family members. The scheme covers pre-hospitalisation expenses for up to 3 days and post-hospitalisation expenses for up to 15 days, including diagnostic tests and medicines. Beneficiaries can avail cashless treatment at over 29,000 empanelled hospitals across the country. A Parliamentary Panel also urged doubling Ayushman Bharat cover to ₹10 lakh, signaling a potential for even greater support in the future.
New Healthcare Scheme (2025)
As part of four new schemes launched in 2025, a dedicated Healthcare Scheme aims to significantly reduce out-of-pocket medical costs for seniors. It offers subsidies of up to 50% for outpatient consultations, 70% for inpatient admissions, 30% for prescription drugs, and 40% for laboratory and imaging services. Eligibility typically requires a minimum age of 60 years, registration at a recognized health center, and an annual household income not exceeding ₹3,00,000, for those not already enrolled in another government health plan.
IRDAI Health Insurance Reforms
Significant reforms by the IRDAI in 2025 have made health insurance more accessible and beneficial for senior citizens. These changes include the removal of the maximum entry age for health insurance policies, allowing individuals over 65 to purchase mediclaim insurance at any age. The waiting period for pre-existing diseases has been reduced from four years to three years, and sub-limits on AYUSH treatments have been removed. Furthermore, the moratorium period, after which claims cannot be denied (except for fraud), has been shortened from eight to five years. Premiums for senior citizens aged 60 and above have also been capped, and insurers are now mandated to offer at least one plan with a capped premium slab.
Enhanced Geriatric Care
Beyond insurance, the National Programme for the Health Care of the Elderly (NPHCE) offers dedicated geriatric wards, physiotherapy, and medical support across 713 health districts. Senior citizens are also entitled to priority treatment at government hospitals, dedicated service counters, and subsidised diagnostic tests. Many states provide free or low-cost medicines for elderly patients.
Bolstering Financial Stability and Pensions
Ensuring financial independence remains a cornerstone of senior welfare, with several schemes offering attractive returns and regular income.
Senior Citizens' Savings Scheme (SCSS)
The Senior Citizens' Savings Scheme (SCSS) continues to be a highly favored government-backed option for those aged 60 and above. It offers an attractive interest rate, which was 8.2% per annum for FY 2025-26, with interest paid quarterly. The maximum deposit limit under SCSS was significantly increased to ₹30 lakh (from ₹15 lakh) during the Union Budget 2023-2024, providing a safe avenue for substantial savings.
Pradhan Mantri Vaya Vandana Yojana (PMVVY)
The Pradhan Mantri Vaya Vandana Yojana (PMVVY) was a popular pension scheme administered by LIC of India, guaranteeing regular pension income. However, it is crucial to note that PMVVY closed for new enrollments on March 31, 2023. Existing policyholders continue to receive a guaranteed 7.4% per annum pension for a 10-year tenure, as per their policy terms. For new senior citizens seeking similar fixed-income products, alternatives like a combination of SCSS and LIC Saral Pension Plan are recommended.
Atal Pension Yojana (APY) & IGNOAPS
The Atal Pension Yojana (APY) provides a guaranteed monthly pension ranging from ₹1,000 to ₹5,000 after the age of 60. This scheme is designed for Indian citizens between 18 and 40 years of age, primarily targeting workers in the unorganized sector, though it is not open to new income tax payers from October 1, 2022. Meanwhile, the Indira Gandhi National Old Age Pension Scheme (IGNOAPS), part of the National Social Assistance Programme (NSAP), provides financial assistance to senior citizens from Below Poverty Line (BPL) households. Beneficiaries aged 60-79 years receive ₹200 per month, increasing to ₹500 per month for those aged 80 and above, with state governments encouraged to supplement these amounts.
Tax Relief and Banking Advantages
Senior citizens enjoy higher income tax exemptions compared to general taxpayers, with thresholds of ₹3 lakh for those aged 60 and above, and ₹5 lakh for those aged 80 and above. Contributions to schemes like APY may also qualify for tax benefits under Section 80CCD of the Income Tax Act. Banks offer preferential services to senior citizens, including reduced charges and additional interest on deposits.
Housing and Assisted Living
The government is committed to ensuring safe and comfortable living arrangements for the elderly.
Integrated Programme for Senior Citizens (IPSrC)
Under the IPSrC, the Ministry provides grant-in-aid to organizations for operating Senior Citizen Homes and Continuous Care Homes. In July 2026, five new Senior Citizen Homes were virtually inaugurated across Tamil Nadu, Maharashtra, Assam, Uttar Pradesh, and Jharkhand, significantly expanding institutional care infrastructure. The Ministry has also prescribed Minimum Standards for Senior Citizen Homes to ensure accessible infrastructure and quality care.
Rashtriya Vayoshri Yojana (RVY)
The Rashtriya Vayoshri Yojana (RVY) is a vital scheme providing free physical aids and assisted living devices to senior citizens suffering from age-related disabilities. This includes items like walking sticks, hearing aids, dentures, spectacles, and wheelchairs, benefiting those with a monthly income up to ₹15,000 and belonging to the BPL category. Since FY 2021-22, the scheme has assisted over 7.68 lakh senior citizens.
Dementia Care Standards
In a significant move to support specialized care, the Ministry of Social Justice and Empowerment released Minimum Standards for Dementia Care Homes in April 2026. This aims to ensure a dignified and supportive environment for senior citizens living with dementia.
Holistic Support and Digital Inclusion
Beyond direct financial and medical aid, the government emphasizes holistic support, social inclusion, and leveraging technology for the elderly.
Elderline – National Helpline
The Elderline (National Helpline for Senior Citizens - 14567) is operational daily from 8:00 AM to 8:00 PM. This toll-free service offers crucial emotional, medical, and legal support, serving as a vital resource for seniors in need.
SAGE & SACRED Portals
The SAGE (Senior Care Ageing Growth Engine) portal supports startups developing products and services for the elderly, fostering India's emerging 'silver economy'. Additionally, the SACRED portal, launched in 2021, connects retirees and senior citizens with re-employment opportunities, promoting financial independence and social engagement.
Inter-generational Initiatives
Programs like 'Naitik Patham', an interactive educational game, have been introduced to foster inter-generational bonding. A QR code-based initiative for Grandparents-Teachers Meetings also encourages greater involvement of senior citizens in children's educational development, strengthening family values and community ties.
