This re-entry into the central scheme comes nearly seven years after the state's previous government withdrew from Ayushman Bharat in January 2019, having initially implemented it in September 2018. During this period, West Bengal focused on its state-run Swasthya Sathi health insurance program. The current decision reflects a renewed commitment to providing universal, affordable, and accessible healthcare by leveraging the robust framework of Ayushman Bharat.
Ayushman Bharat Benefits for Citizens
Under the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB PM-JAY), eligible families in West Bengal will receive a cashless health insurance cover of up to ₹5 lakh per family per year for secondary and tertiary care hospitalisation. This substantial coverage is designed to alleviate the financial burden of medical treatments on vulnerable families.
The scheme comprehensively covers a wide array of medical expenses, ensuring that patients can focus on recovery without worrying about costs. These include medical examination, treatment, and consultation; intensive and non-intensive care services; essential medicines and medical consumables; diagnostic and laboratory investigations; and even complications arising during treatment. Additionally, it covers accommodation benefits, food for the patient, pre-hospitalisation charges for up to three days, and post-hospitalisation follow-up care for up to fifteen days. The scheme extends to 24 specialty areas, including critical fields like oncology, cardiology, neurosurgery, and orthopaedics.
A significant advantage of Ayushman Bharat is its portability feature. Beneficiaries from West Bengal will now be able to access cashless treatment at any of the more than 36,000 empanelled hospitals across India. This is particularly beneficial for migrant workers and their families, ensuring continuity of healthcare services wherever they might be in the country.
Eligibility for Ayushman Bharat PM-JAY in West Bengal primarily targets the poorest 40% of the population as identified by the Socio-Economic Caste Census (SECC) 2011 data. Furthermore, a significant expansion of the scheme includes all senior citizens aged 70 years and above, regardless of their income status. Specifically for Ayushman Bharat, ₹976 crore has been earmarked.
