Centre Proposes Nationwide Ban on Carbosulfan: What You Need to Know

What is Carbosulfan?

Its efficacy against various economically damaging pests has made it a popular choice among farmers for pest management, particularly due to its broad-spectrum action and quick knockdown effect. Carbosulfan operates by inhibiting acetylcholinesterase activity in target insects, disrupting their nervous system.

The Road to the Ban

The journey towards a nationwide prohibition on Carbosulfan began with growing concerns over its safety profile. On January 14, 2026, the Ministry of Agriculture and Farmers Welfare constituted an Expert Committee to thoroughly review the continued use of Carbosulfan insecticide in India. After a detailed examination, the committee submitted its comprehensive report to the government on June 12, 2026.

Following these recommendations, the government consulted the Registration Committee, established under the Insecticides Act, 1968. The Registration Committee, after reviewing available studies, data, and safety concerns, strongly recommended an immediate and complete ban on Carbosulfan in India. Consequently, on August 25, 2026, the Ministry of Agriculture and Farmers Welfare issued an official gazette notification proposing a draft order for a complete ban. This proposed order seeks to prohibit the import, manufacture, sale, transport, distribution, and use of Carbosulfan from the date of its final publication. The draft order will remain open for public comments and suggestions for 30 days from its publication.

As part of the implementation strategy, the Registration Committee has been directed to recall all certificates of registration granted for Carbosulfan. Holders of these certificates will have a period of three months to surrender them, failing which action may be taken under the provisions of the Insecticides Act, 1968. Furthermore, all State governments have been urged to take the necessary steps to implement the order under the provisions of the said Act and rules framed thereunder.

Why the Ban? Health and Environmental Risks

The primary driver behind the proposed ban is the intrinsically highly hazardous nature of Carbosulfan and its severe risks to human health and the environment.

Human Health Concerns

Carbosulfan is classified as a highly hazardous carbamate insecticide. A significant concern is its rapid metabolism into Carbofuran, a highly toxic metabolite. Carbofuran is already banned or strictly restricted in numerous countries globally due to its extreme toxicity, which leads to severe cholinesterase inhibition and acute systemic toxicity.

Exposure to Carbosulfan poses acute and chronic neurotoxic hazards to agricultural workers, sprayers, and consumers. Symptoms of poisoning can include headaches, dizziness, nausea, blurred vision, muscle weakness, and in severe cases, convulsions or respiratory failure. Worryingly, there is no specific antidote available to reverse Carbosulfan poisoning, although atropine and other supportive measures can provide symptomatic management. Research has also indicated that exposure to Carbosulfan during the embryonic period can lead to developmental disabilities in rats.

Environmental Impact

Beyond human health, Carbosulfan presents significant risks to various non-target species and ecosystems. The insecticide is highly toxic to birds, pollinators such as honeybees, aquatic organisms including fish and invertebrates, and other beneficial species. Its use can lead to secondary poisoning and rapid mortality in these populations. Furthermore, agricultural runoff from fields where Carbosulfan is applied can contaminate adjacent surface water bodies and leach into groundwater aquifers, posing a threat to water quality and aquatic biodiversity.

Global Consensus: International Bans

India's proposed ban on Carbosulfan aligns with international regulatory actions. Several countries and regional blocs have already restricted or prohibited the use of Carbosulfan due to its unacceptable risks. For instance, the European Union has banned plant protection products containing Carbosulfan since December 2008. Similarly, the Sahelian Pesticides Committee (CILSS) banned Carbosulfan in its member states in April 2015, citing unacceptable risks to human health and non-target organisms. This global trend underscores a growing recognition of the need to phase out highly hazardous pesticides.
