This rapid drawdown underscores the persistent challenges posed by volatile global commodity markets and geopolitical dynamics, directly impacting one of the largest expenditures in the Union Budget.
Unpacking the Figures: 56% in Under Five Months
Recent data indicates that the Indian government has expended approximately 56% of its annual fertilizer subsidy budget in just the first four-and-a-half months of the 2026-27 fiscal year. This translates to a substantial ₹99,000 crore already spent, against an initial budget estimate of ₹1.77 lakh crore for FY2027. A major share of this expenditure, ₹77,871 crore, was allocated towards urea, while ₹21,255 crore was utilized for other fertilizers such as di-ammonium phosphate (DAP), Muriate of Potash (MoP), and NPKs, covering both imports and domestic production.
The financial year 2025-26 also saw an increase in the revised estimate for fertilizer subsidy to ₹1.86 lakh crore from an initial ₹1.68 lakh crore. Provisional data for the last fiscal year even showed actual spending reaching ₹2.11 lakh crore, exceeding the revised estimate by ₹24,920 crore.
Global Headwinds and Import Dependency Fueling Expenditure
Several factors are contributing to this accelerated utilization rate. Foremost among them are the elevated global prices of finished fertilizer products and Liquefied Natural Gas (LNG), which serves as a critical feedstock for domestic urea production. India's substantial reliance on imports, accounting for roughly 70% of its total fertilizer and raw material requirements, makes its domestic sector highly susceptible to international price fluctuations and geopolitical developments.
Geopolitical tensions, particularly conflicts in West Asia, have significantly disrupted global supply chains and pushed international prices higher. For instance, the cost-plus-freight price of urea imports for India more than doubled in early April compared to the previous year, from around $410-$420 to $935-$959 per tonne, although prices have since seen a sharp decline from their peak.
Mounting Fiscal Pressure
The rapid pace of spending suggests that the total expenditure on fertilizer subsidy for FY2027 is likely to breach the initial budget estimate of ₹1.77 lakh crore. Government officials and experts have projected that the actual subsidy bill could be significantly higher, potentially reaching ₹3 lakh crore or even ₹3.4 lakh crore, nearly doubling the budgeted amount.
Such an escalation in expenditure could place substantial pressure on government finances, potentially widening the fiscal deficit beyond targeted levels, such as the 5.9% of GDP targeted for 2025-26. This ongoing fiscal burden highlights the urgent need for reforms to ensure both fiscal sustainability and agricultural efficiency.
Balancing Act: Farmers, Food, and Soil Health
Fertilizer subsidies are a cornerstone of India's agricultural policy, designed to provide cost relief to small and marginal farmers, boost crop yields, and ensure food security by maintaining stable buffer stocks. Subsidized urea, sold at a fixed price of ₹242 per 45-kg bag, keeps input costs low and helps stabilize food inflation.
However, the current subsidy regime, particularly the disproportionately lower price of urea compared to other nutrients, has led to imbalanced fertilizer use. The NPK (nitrogen, phosphorus, and potassium) ratio in India worsened to 10.9:4.4:1 in 2023-24, far from the ideal 4:2:1. This overreliance on urea contributes to soil degradation, water pollution, and greenhouse gas emissions.
Moreover, challenges in the distribution system, including the diversion of subsidized fertilizers to industries and targeting gaps that exclude tenant farmers, remain concerns.
Government Response and Future Outlook
In response to these challenges, the government is exploring various strategies. Efforts are underway to ramp up domestic fertilizer production to reduce import dependence. There is also a push to promote balanced nutrient management through initiatives like Soil Health Cards, though their impact on farmer practices has been limited.
The government is also reviewing its decades-old subsidy system, which, while pivotal in transforming India into an agricultural heavyweight, now faces an expensive reckoning. Discussions at the highest levels of ministries are addressing issues like fertilizer diversion. While a comprehensive reform framework is expected soon, the political sensitivity of raising urea prices remains a key hurdle.
