India's Electric Revolution Charges Ahead: Government Considers ₹1,000 Crore Subsidy for EV Charging

In a significant move to accelerate India's electric vehicle (EV) program, the Union government is actively considering a substantial ₹1,000 crore subsidy dedicated to building a robust, nationwide charging infrastructure. The Ministry of Heavy Industries (MHI) is currently drafting a cabinet note outlining the mechanisms for establishing this crucial infrastructure.

This proposed government contribution is expected to form a key part of a larger ₹2,000 crore investment to deploy an adequate number of charging stations across the country. The remaining ₹1,000 crore is anticipated to come from private sector participation, highlighting a collaborative approach to electrification.

The disbursement of this ₹1,000 crore from the MHI is planned over a period of five years. It is expected that ₹50 crore will be invested in the first year, followed by ₹200 crore in the second, and then ₹250 crore annually for the subsequent three years. This staggered release aims to provide consistent support for the development of charging facilities over time, crucial for sustaining the growth of the EV ecosystem.

Why India Needs a Robust EV Charging Network is Crucial

The burgeoning electric vehicle market in India, with sales increasing significantly, faces a critical bottleneck: the availability of accessible and reliable charging infrastructure. Despite the rapid rise in EV adoption, a lack of widespread charging stations remains a primary concern for potential buyers, contributing to 'range anxiety' – the fear of running out of charge on a journey.

India has ambitious targets for electric mobility, aiming for 30% EV penetration in private cars, 70% for commercial vehicles, and 80% for two- and three-wheelers by 2030. Achieving these goals necessitates a charging network that can keep pace with the projected surge in EV numbers. Current estimates suggest that by 2030, with approximately 50 million EVs on the road, nearly 1.32 million charging stations will be required across the nation. While public charging stations have seen impressive growth, from 1,800 in early 2022 to over 29,000 by May 2025, there is still only one public charging station for every 235 EVs as of early FY25, indicating a significant gap that needs to be bridged.

Beyond availability, other challenges include the costly installation of charging stations, issues with grid power stability, proper location selection, and ensuring charger compatibility across different EV models. Addressing these multi-faceted challenges is vital for truly unlocking India's EV potential.

Building on Existing Foundations: FAME India & PM E-DRIVE

The proposed ₹1,000 crore subsidy will build upon and complement existing government initiatives aimed at fostering electric mobility. The Faster Adoption and Manufacturing of (Hybrid &) Electric Vehicles in India (FAME India) scheme has been instrumental in the country's EV journey. FAME India Phase-II, which ran from April 1, 2019, to March 31, 2024, with a total budgetary support of ₹11,500 crore, significantly boosted EV sales and provided grants for setting up public charging stations. Under FAME-II, a total of 9,583 EV Public Charging Stations (PCS) were installed across the country.

More recently, the PM Electric Drive Revolution in Innovative Vehicle Enhancement (PM E-DRIVE) Scheme, notified on September 29, 2024, has further intensified the government's commitment. This scheme, with an outlay of ₹10,900 crore (later enhanced to ₹11,900 crore), aims to incentivize approximately 28.30 lakh electric vehicles, including e-2Ws, e-3Ws, e-trucks, e-buses, and e-ambulances. Crucially, PM E-DRIVE has allocated ₹2,000 crore specifically for the deployment of EV Public Charging Stations on a pan-India basis, targeting the installation of approximately 72,000 new chargers by FY 2025-26.

As of August 31, 2026, the Ministry of Heavy Industries had already approved ₹689 crore for 6,562 EV chargers across nine states and three oil marketing companies under the PM E-DRIVE scheme. The new ₹1,000 crore consideration, therefore, represents a dedicated, strategic push from the MHI to further bolster the charging infrastructure, working in tandem with and potentially expanding the scope of ongoing efforts.

The Pivotal Role of Private Sector and Automakers

While government subsidies play a crucial role in kickstarting the EV ecosystem, there is a clear expectation for the private sector, particularly automakers, to step up their involvement. Ministry of Heavy Industries Secretary Kamran Rizvi has urged the Indian automotive industry to collaborate and invest in building widespread charging infrastructure, especially as direct subsidies for EV purchases are anticipated to phase out in the coming years.

The government has identified 60 high-priority road corridors that require assured charging coverage, and the MHI has shared this list with the Society of Indian Automobile Manufacturers (SIAM). Rizvi suggested that automakers could allocate these corridors among themselves to establish and maintain functional charging infrastructure. This call for greater industry participation underscores the government's vision for a self-sustaining EV market, where infrastructure development is driven by collective responsibility and strategic investment from all stakeholders.

Additionally, the government is also considering interest subvention for charging infrastructure as part of a proposed financing scheme for electric buses and trucks, recognizing that high upfront costs are a barrier for operators.

Future Outlook and Expected Impact

The proposed ₹1,000 crore subsidy for EV charging infrastructure, alongside existing schemes, signals a strong governmental commitment to India's electric mobility transition. Moreover, the emphasis on local manufacturing through schemes like the Production Linked Incentive (PLI) for Advanced Chemistry Cell (ACC) Battery Storage further strengthens India's self-reliance in the EV supply chain.
