West Bengal Embraces Central Welfare Schemes: A New Era of Development and Healthcare
Quick Navigation
West Bengal is ushering in a transformative era by embracing key Central welfare schemes, including the Ayushman Bharat PM-JAY and various other initiatives for farmers, women, and rural development. This strategic alignment aims to significantly enhance public services and boost the state's socio-economic landscape, ensuring broader access to healthcare and financial assistance for its citizens.
Following the formation of the new government led by Chief Minister Suvendu Adhikari in the 2026 West Bengal Legislative Assembly election, a significant policy shift has taken place. The state has committed to integrating itself more closely with national welfare programs, marking a crucial step towards 'double-engine' governance, as envisioned by Prime Minister Narendra Modi. This move is expected to accelerate the delivery of public services and bring substantial benefits to the populace.
Ayushman Bharat Rejoins West Bengal
One of the most impactful decisions has been West Bengal's re-implementation of the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB-PMJAY), effective June 1, 2026. This marks a significant return for the state, which had previously withdrawn from the scheme in January 2019 after an initial period of implementation from September 2018. The decision to rejoin was made during the new government's first cabinet meeting, fulfilling a major pre-election promise.
Key Benefits of PM-JAY
Ayushman Bharat PM-JAY is acclaimed as one of the world's largest publicly funded healthcare schemes, offering cashless health insurance coverage of up to ₹5 lakh per family per year for secondary and tertiary hospitalization. This financial protection is crucial for economically vulnerable families, significantly reducing out-of-pocket medical expenditures.
The scheme comprehensively covers various medical expenses, including:
- Medical examination, treatment, and consultation
- Pre-hospitalisation expenses for up to 3 days
- Medicines and medical consumables
- ICU and non-ICU services
- Diagnostic tests and laboratory investigations
- Medical implants, if required
- Accommodation and food services during hospitalization
- Treatment-related complications
- Post-hospitalisation follow-up care for up to 15 days
A notable expansion of the scheme now includes all senior citizens aged 70 and above, irrespective of their income status, under the Ayushman Vay Vandana initiative. This policy aims to ease the burden of medical expenses for the elderly, ensuring broad access to quality healthcare for India's eldest generation. Applying for the Ayushman Card is a streamlined process, achievable through the Ayushman app, the official PM-JAY portal, or Common Service Centres (CSCs) via Aadhaar-based e-KYC, with no requirement for physical document submission or proof of income for senior citizens.
The re-implementation of Ayushman Bharat in West Bengal will operate alongside the state's existing Swasthya Sathi program. This dual approach ensures wider healthcare access, with beneficiaries not eligible for Ayushman Bharat continuing to receive benefits under Swasthya Sathi. The portability feature of Ayushman Bharat, allowing beneficiaries to seek treatment in any empanelled hospital nationwide, is particularly beneficial for West Bengal's migratory workforce. Other Central Schemes Take Root
Beyond healthcare, West Bengal is also adopting several other central welfare initiatives designed to foster economic independence, improve rural infrastructure, and empower various segments of society.
Empowering Women and Families
The state has launched the Annapurna Bhandar scheme from June 1, 2026, which replaces the previous 'Lakshmi Bhandar Scheme'. Under this new initiative, eligible women will receive ₹3,000 monthly through Direct Benefit Transfer (DBT), fulfilling a significant election promise of the BJP. Complementing this, a new scheme offering free travel for women in government buses has also been rolled out from June 1, 2026.
Other schemes being implemented include the Beti Bachao Beti Padhao program, focused on women's education and empowerment, and the expansion of the Ujjwala 3.0 scheme, providing subsidized cooking gas connections to households.
Rural Development and Sanitation
The state is intensifying its efforts in rural development and sanitation through central programs. The Swachh Bharat Mission (Grameen) has already seen considerable success, with rural West Bengal being declared Open Defecation Free (ODF) on August 3, 2019. Under Swachh Bharat Mission (Urban) 2.0, West Bengal has received significant funding for waste management projects. The target is to establish waste-processing plants in all cities across the state by 2026, alongside promoting individual household latrines, community, and public toilets, and integrated solid waste management.
Empowering Farmers and Workers
The state is also focusing on supporting its agricultural sector and rural workforce. The Pradhan Mantri Fasal Bima Yojana will provide crucial crop insurance for farmers. The PM Vishwakarma scheme is being implemented to support artisans and craftspeople, fostering traditional skills and economic self-reliance.
For farmers, the PM-KISAN Samman Nidhi scheme continues to provide income support, with eligible landholding farmer families receiving ₹6,000 annually. The 22nd installment was released on March 13, 2026, and the 23rd installment is expected in June-July 2026. eKYC remains mandatory for all beneficiaries to ensure seamless transfer of funds.
The Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), a vital scheme guaranteeing 100 days of wage employment in rural households, is also back on track. After facing suspensions since April 2022, the Supreme Court upheld the Calcutta High Court's order in October 2025, directing the Union government to resume works in West Bengal. The central government is investing ₹3,000 crore for its successful implementation. To enhance transparency and monitoring, the National Mobile Monitoring Software (NMMS) App was introduced in West Bengal in September 2021, enabling real-time attendance and geo-tagged photographs of worksites. West Bengal had also introduced its own renamed state-specific job guarantee scheme, 'Mahatma-Shree', in December 2025.
Looking Ahead: A Unified Vision
The broad implementation of these Central welfare schemes signifies a renewed commitment to comprehensive development across West Bengal. This strategic alignment between state and central policies is anticipated to enhance medical infrastructure, strengthen economic stability for vulnerable sections, and improve overall living standards. While integrating these schemes alongside existing state programs presents operational challenges, the government is focused on seamless execution to ensure that the benefits reach every eligible citizen. This unified approach promises a brighter, more inclusive future for the people of West Bengal, ensuring that financial constraints do not hinder access to essential services and opportunities.
