The Door-to-Door Verification Process Explained
The verification process is being carried out by meter readers and dedicated staff from all five Electricity Supply Companies (ESCOMs) in Karnataka: BESCOM, MESCOM, HESCOM, GESCOM, and CESC. These officials visit consumers' homes to physically check records and collect beneficiary information. The entire process is facilitated on-site using a specialized mobile application and a declaration form.

- Declaration Form: Beneficiaries are required to sign a declaration form to confirm the accuracy of the provided information.
- Beneficiary Absence: If the registered beneficiary is not available during the visit, the signature of an immediate family member can be collected.
- Partial Details: In cases where partial details are provided, the information will be temporarily saved, and the field staff will revisit to collect the remaining details for final submission.

Beneficiaries are strongly advised to keep the following documents and details ready for inspection by the visiting ESCOM staff:
- Aadhaar Card: Primarily for identity verification.
- Passport-size Photograph: A recent photograph of the beneficiary.
- Voter ID Card (EPIC number): To confirm residency and electoral registration in Karnataka.
- PAN Card: Especially if the beneficiary is an income tax payer.
- Tenancy or Rental Agreement: Applicable for tenants residing in rented properties.
- Ration Card: Including details like APL/BPL status or BPL card number.
- Caste Certificate: Where applicable.
- Mobile Number: The one provided during the initial registration.
- Professional Details: Information regarding the beneficiary's profession (e.g., Government, Private, Business, Farmer, Labour, Others).
SMS alerts have been sent to registered mobile numbers to inform beneficiaries about the upcoming visits. Officials will carry valid ESCOM identity cards during the verification process.
Who is Eligible? A Quick Recap
To qualify for the Gruha Jyoti scheme, applicants must meet specific criteria:
- Only residents of Karnataka are eligible.
- The scheme applies solely to domestic/resident household connections.
- A house owner can avail the benefit for only one electricity meter connection.
- Tenants are eligible even if the electricity meter is registered in the house owner's name.
- The Aadhaar card of the applicant must be linked with the electricity bill's account or consumer ID.
- Eligible free electricity units are calculated based on the household's average power consumption between April 2022 and March 2023, with a 10% buffer for consumption between 90 and 200 units.

The statewide verification drive commenced on July 1, 2026, and is expected to be completed within two months, by August 31, 2026. The Energy Department has urged all consumers and beneficiaries to extend their full cooperation to the visiting ESCOM staff to ensure a smooth and timely completion of this essential exercise.
Political Discourse and Scheme Integrity
The verification drive has, however, sparked some political debate. Senior BJP leader R Ashoka questioned the requirement of documents like PAN cards and caste certificates, alleging that the government is attempting to determine eligibility based on income and caste. He suggested that this move might be an effort to reduce the number of beneficiaries due to financial constraints on the state treasury. The government, however, maintains that the primary objective is to prevent misuse and ensure the integrity of the scheme.
The Future of Gruha Jyoti
As of the latest reports, over 1.74 crore beneficiaries have already availed themselves of the Gruha Jyoti scheme. The Karnataka government has invested significantly, spending Rs 28,000 crore on the scheme up to the 2025-26 financial year, with an allocation of Rs 10,578 crore for its implementation in 2026-27. Chief Minister D.K. Shivakumar had previously indicated that beneficiaries might need to reapply and that a Know Your Customer (KYC) process could be introduced to further verify genuine beneficiaries. There are also plans to link beneficiaries' Voter IDs, Aadhaar numbers, and RR numbers, potentially leading to the issuance of a smart card containing these details. The current verification drive is a significant step towards refining the scheme's implementation and ensuring its long-term sustainability for deserving households.
