The West Bengal government has launched the Annapurna Yojana, providing eligible women with ₹3,000 monthly aid via DBT. This initiative, effective June 1, 2026, replaces Lakshmir Bhandar and aims to empower women and enhance financial stability across the state.

A New Dawn for Women's Financial Independence

In a significant move towards empowering its women, the West Bengal government has officially rolled out the Annapurna Yojana, a landmark welfare scheme promising a monthly financial assistance of ₹3,000 to eligible women. This initiative, set to be effective from June 1, 2026, marks a pivotal step in enhancing financial stability and fostering socio-economic upliftment for women across the state.

The Annapurna Yojana, also referred to as the Annapurna Bhandar Scheme, aims to provide assured financial support directly to the beneficiaries, replacing the existing Lakshmir Bhandar scheme. This transition is expected to consolidate and streamline the state's efforts in women's welfare, ensuring a more substantial and consistent aid for families.

Understanding the Annapurna Yojana

Under the aegis of the Department of Women and Child Development and Social Welfare, the Annapurna Yojana will disburse ₹3,000 directly into the Aadhaar-linked bank accounts of eligible women. This Direct Benefit Transfer (DBT) mechanism ensures transparency and efficiency in the delivery of aid, reaching those who need it most without intermediaries.

The scheme was formally announced through a notification issued on May 19, 2026, following a cabinet meeting on May 11, 2026, where the decision to launch this crucial welfare program was taken. The application process, designed to be accessible, commenced with the availability of forms from May 27, 2026, and will continue for a 90-day window until August 25, 2026.

Who is Eligible for the ₹3,000 Monthly Aid?

To ensure the benefits reach the intended recipients, the Annapurna Yojana has specific eligibility criteria:

  • Age Group: Women applying for the scheme must be between 25 and 60 years of age.
  • Residency: Applicants must be permanent female residents and Indian citizens of West Bengal.
  • Employment Status: Individuals who are permanent government employees or receiving a regular salary or pension from either the Central or State government, statutory bodies, panchayats, municipalities, local bodies, or government-aided educational institutions (including teaching or non-teaching roles) are not eligible.
  • Income Tax Payer: Women who pay income tax are also excluded from the scheme.

These conditions are in place to focus the aid on women from economically weaker sections, aligning with the scheme's core objective of socio-economic upliftment.

How to Apply: Online and Offline Modes

The West Bengal government has ensured a dual approach for applications, making the Annapurna Yojana accessible to a wider population.

Online Application

An online application portal for the Annapurna Yojana is scheduled to be launched on June 1, 2026. Eligible women can visit the official West Bengal Social Security portal (socialsecurity.wb.gov.in) to register. The process typically involves entering a mobile number for OTP verification, followed by filling in details such as Head of Family (HOF) information, bank details, and household property declarations.

Offline Application

For those preferring or requiring offline submission, physical application forms were released on May 27, 2026. These forms can be collected from local BDO offices in rural areas, SDO/Municipality offices in urban areas, or designated government welfare camps. The forms are available in English, Hindi, and Bengali. After carefully filling out the form and attaching self-attested copies of required documents, applicants can submit it directly to the designated counters to receive an acknowledgment slip.

To assist applicants, especially in rural areas, MLAs and district officials, including Block Development Officers (BDOs) and Sub-Divisional Officers (SDOs), will conduct door-to-door visits and organize public welfare camps to help women complete the application process. This widespread support aims to ensure that no eligible beneficiary is left out due to difficulties in the application process.

Essential Documents for Application

Prospective applicants should prepare the following self-attested documents for both online and offline applications:

  • Aadhaar Card (Mandatory and must be linked with the bank account for DBT)
  • Voter ID Card (EPIC)
  • Digital Ration Card (AAY / PHH / SPHH / RKSY)
  • Bank Account Passbook (displaying beneficiary name, account number, and IFSC Code clearly)
  • Income Certificate / PAN Card (if applicable)
  • Caste Certificate (for SC/ST/OBC applicants, if applicable)
  • Recent Passport-size Photographs

Applicants are advised to read all instructions carefully before filling out the form and ensure all details are entered correctly to avoid delays during verification.

Seamless Transition from Lakshmir Bhandar

The Annapurna Yojana is set to replace the Lakshmir Bhandar scheme, which currently provides ₹1,200 monthly to SC/ST women and ₹1,000 to women from other categories. All existing beneficiaries of the Lakshmir Bhandar scheme will be automatically migrated to the Annapurna Yojana.

However, a thorough database cleansing exercise is underway to identify and exclude ineligible individuals. Those identified as deceased, shifted, deleted, or absentee electors during the SIR-2026 process, or those flagged during voter slip distribution, will not be migrated to the new scheme. Beneficiaries who have filed appeals before the SIR Tribunal or applications under the Citizenship (Amendment) Act will continue to receive financial assistance until their cases are legally resolved.

Ensuring Transparency and Accessibility

The West Bengal government is committed to ensuring that the Annapurna Yojana benefits reach only genuine recipients. All fresh applications will undergo a rigorous verification and enquiry process by authorized government officials. Block Development Officers (BDOs) will handle applications in rural areas, while Sub-Divisional Officers (SDOs) will oversee urban applications, and officials of the Kolkata Municipal Corporation (KMC) will manage applications within its jurisdiction. The respective District Magistrates and the KMC Commissioner will serve as the final sanctioning authorities, with verified reports uploaded directly to the online portal.

The Chief Minister has assured that officials will go door-to-door to assist women with filling out forms, emphasizing that beneficiaries need not worry about the application process. Furthermore, public welfare camps are expected to be organized in different areas to provide assistance to those unable to complete the forms online or offline.

Beyond Financial Aid: A Holistic Approach

The Annapurna Yojana is more than just a financial aid scheme; it represents the state's broader vision for women's empowerment and socio-economic upliftment. By providing a substantial monthly income, the scheme aims to give women greater autonomy over household expenses, improve access to healthcare, and foster overall financial independence.

In a related development, the West Bengal government has also approved free travel for women in state-run buses from June 1, 2026. This additional measure, alongside the Annapurna Yojana, underscores a holistic approach to enhancing the quality of life and mobility for women across the state.

A Landmark Step Towards Empowerment

The launch of the West Bengal Annapurna Yojana with its ₹3,000 monthly aid is a significant stride towards creating a more equitable and financially secure future for women in the state. With a clear vision, robust implementation plan, and a focus on transparency and accessibility, this scheme has the potential to bring about transformative change, empowering countless women and strengthening families across West Bengal.
