The Official Rollout

The much-anticipated implementation of the Ayushman Bharat scheme in West Bengal is scheduled to commence in July 2026. This announcement was made by Chief Minister Suvendu Adhikari in Kolkata, following a virtual meeting with Union Health Minister JP Nadda. This development signifies West Bengal's return to the Centre's flagship health insurance program, nearly seven years after the previous government had withdrawn from it.

A crucial step in this process will be the signing of a Memorandum of Understanding (MoU) related to the Ayushman Bharat Arogya Mandir, which is expected to take place in June in New Delhi. The scheme broadly covers a wide array of medical expenses, including medical examination, treatment, consultation, intensive and non-intensive care services, medicines, medical consumables, diagnostic and laboratory investigations, complications arising during treatment, accommodation benefits, food for the patient, and pre-hospitalisation charges up to three days. Furthermore, it extends to post-hospitalisation follow-up care for up to 15 days.

A significant advantage of Ayushman Bharat is its portability, allowing beneficiaries to avail cashless treatment at empanelled hospitals across India, which is particularly beneficial for residents of West Bengal working or living outside the state.

Swasthya Sathi’s Enduring Strengths

Launched on December 30, 2016, by the West Bengal Government, Swasthya Sathi has been a comprehensive health insurance plan providing cashless, paperless, and smart card benefits to residents. The scheme offers an annual sum insured of up to ₹5 lakh per family, covering secondary and tertiary healthcare needs. A key feature is its coverage of all pre-existing diseases from day one, without any waiting period. Importantly, Swasthya Sathi has no cap on family size, covering the entire family, including in-laws and dependent physically challenged members. The scheme is fully funded by the state government, requiring no contribution from beneficiaries.

The amalgamation of these two powerful schemes is expected to create a more inclusive and accessible healthcare system. While Swasthya Sathi is a universal scheme open to all West Bengal residents, Ayushman Bharat has specific eligibility criteria. Officials are currently working on the practical modalities of this merger, potentially involving a two-category structure to ensure continued coverage for all existing Swasthya Sathi beneficiaries, even if they don't meet Ayushman Bharat's original norms. The cost for common beneficiaries under this merged scheme is expected to be shared by the Centre and the state in a 60:40 ratio.

Beyond Insurance: Revamping Healthcare Infrastructure

The rollout of Ayushman Bharat is part of a broader healthcare overhaul in West Bengal. The Centre has sanctioned a significant financial package of approximately ₹3,000 crore to revamp the state's ailing healthcare infrastructure. This includes ₹2,103 crore under the National Health Mission and ₹976 crore specifically for the implementation of the Ayushman Bharat scheme, with an initial installment of ₹500 crore already credited to the state.

In a move to further bolster medical facilities, proposals have been sent to the central government for establishing new medical colleges in districts such as Alipurduar, Kalimpong, South Dinajpur, and Asansol (Paschim Bardhaman), where currently there are no medical colleges. Additionally, a proposal for a new All India Institute of Medical Sciences (AIIMS) in North Bengal has also been forwarded. The state also plans to significantly expand the number of Pradhan Mantri Jan Aushadhi Kendras from 117 to 469, aiming to provide medicines at substantial discounts of 70-80 percent, thereby reducing out-of-pocket expenses for patients.
