West Bengal's re-entry into the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB-PMJAY) is a landmark event, following its earlier withdrawal from the scheme. The state had initially implemented PM-JAY from September 23, 2018, to January 10, 2019, but subsequently opted out to run its own health insurance program, Swasthya Sathi. The current move, announced by Chief Minister Suvendu Adhikari, signals a strategic alignment with the national healthcare vision, ensuring that the state's residents can benefit from the extensive coverage offered by the central scheme.

Under the Ayushman Bharat scheme, over 1.36 crore families in West Bengal will receive cashless health insurance coverage of up to ₹5 lakh per family annually. This extensive coverage is designed to support secondary and tertiary care hospitalization, ensuring access to quality medical services without the worry of hefty bills. The scheme covers a wide array of medical expenses, including medical examinations, treatment, consultations, intensive and non-intensive care services, medicines, medical consumables, diagnostic and laboratory investigations, complications arising during treatment, accommodation benefits, medical implantation services, and food for patients. Furthermore, pre-hospitalization charges for up to three days and post-hospitalization follow-up care for up to 15 days are also included.

A significant expansion of the scheme makes all senior citizens aged 70 years and above eligible for coverage, irrespective of their income status. For other beneficiaries, eligibility is determined based on the Socio Economic and Caste Census 2011 (SECC 2011) criteria. One of the key advantages of Ayushman Bharat is its national portability, allowing beneficiaries to avail cashless treatment at any empanelled hospital across the country, providing immense flexibility and access to specialized care wherever they may be.

Integrating Swasthya Sathi Beneficiaries

The transition to Ayushman Bharat will also involve incorporating existing beneficiaries of West Bengal's state-run Swasthya Sathi scheme. Approximately six crore individuals, or around 1.45 crore families previously covered under Swasthya Sathi, are expected to be shifted to the Ayushman Bharat framework. While Swasthya Sathi has been lauded for its broad coverage, Ayushman Bharat offers the added benefit of inter-state portability, which was a notable limitation of the state-specific scheme.

Officials are actively working on the modalities of this merger to ensure a seamless transition for beneficiaries. Enrollment for Ayushman Bharat cards has already commenced, and the distribution of these cards to eligible families is anticipated to begin from July 1, 2026. Bolstering Healthcare Infrastructure

The Centre has sanctioned ₹2,103 crore for the National Health Mission (NHM) in West Bengal, with ₹527 crore already disbursed. Additionally, the Centre has allocated its share of ₹976 crore for the Ayushman Bharat scheme for the current fiscal year. These funds are earmarked for critical improvements, including upgrading existing healthcare facilities, strengthening medical services, and enhancing overall public health delivery, particularly in rural and underserved areas.

Chief Minister Adhikari has also announced plans for significant recruitment of doctors, nurses, technical, and non-technical healthcare staff to address shortages and improve service quality. Recent initiatives include the inauguration of a new 100-bed ward at Kolkata's SSKM Hospital and mandates for private hospitals that received government land at concessional rates to reserve 15% of their beds for economically weaker patients. The state also intends to rebrand its healthcare facilities as "Ayushman Mandir" and is actively identifying land for an AIIMS-like institution in North Bengal, alongside proposals for new medical colleges in various districts. Furthermore, efforts are underway to significantly increase the number of PM Jan Aushadhi Kendras across the state, aiming to provide medicines at substantial discounts.
