India's Union Cabinet has approved the ambitious BHAVYA Rasayan Scheme, a groundbreaking initiative to establish three dedicated chemical parks across the nation. This Rs 3,030 crore project aims to build world-class infrastructure, attract significant investments, and propel India towards self-reliance in the crucial chemical manufacturing sector, fostering economic growth and job creation.

What is the BHAVYA Rasayan Scheme?

The Union Cabinet, led by Prime Minister Narendra Modi, officially gave its nod to the Bharat Audyogik Vikas Yojana Rasayan, or BHAVYA Rasayan Scheme, on Friday, July 24, 2026. This pivotal scheme, first announced in the Union Budget for the fiscal year 2026-27, is set to fundamentally transform India’s chemical manufacturing landscape. With a substantial financial outlay of Rs 3,030 crore, the scheme is designed to establish three state-of-the-art chemical parks throughout the country. The vast majority of this funding, Rs 3,000 crore, is earmarked for developing essential common infrastructure facilities and basic utilities within these parks, while Rs 30 crore will cover administrative expenses. The implementation of this forward-thinking scheme is slated for a five-year period, commencing from FY 2026-27 and concluding in FY 2030-31. This strategic move is poised to integrate India’s chemical industry more deeply into global value chains, echoing similar governmental pushes for industrial growth seen in initiatives such as the BHAVYA Industrial Parks, which aims to boost diverse industrial sectors.

Objectives: Fueling India's Chemical Ambitions

The primary goal of the BHAVYA Rasayan Scheme is multifaceted, aiming to significantly bolster India's chemical sector. It seeks to strengthen the chemical manufacturing ecosystem by providing world-class infrastructure, thereby attracting substantial domestic and foreign investments. A key objective is to boost domestic production and reduce India's reliance on imports, enhancing self-reliance in this critical sector. Furthermore, the scheme aims to develop the entire chemical value chain, encompassing upstream, downstream, and ancillary industries. This comprehensive approach is expected to promote efficient resource utilization and considerably lower logistics costs, making Indian products more competitive globally. By creating a conducive environment for manufacturing, the government anticipates a surge in exports and increased import substitution, reinforcing India's position in global trade.

Key Features: Plug-and-Play Infrastructure and Financial Support

The BHAVYA Rasayan Scheme stands out with its innovative features, particularly its emphasis on providing 'plug-and-play' infrastructure. Each of the three chemical parks will be developed on a minimum contiguous area of 2,000 acres (8 sq. km.) of encumbrance-free land. The Centre will extend a grant of up to Rs 1,000 crore for each park, contingent on a minimum contribution of Rs 500 crore from the respective state government. This collaborative funding model ensures shared ownership and commitment.

The 'plug-and-play' facilities are designed to equip industrial occupants with state-of-the-art shared infrastructure and utilities, significantly reducing setup time and operational costs for manufacturers. These include:

  • Common Effluent Treatment Plants (CETPs): Ensuring environmental compliance and sustainable waste management.
  • Treatment, Storage, and Disposal Facilities (TSDFs): For safe and efficient handling of hazardous waste.
  • Water Supply and Distribution Systems: Reliable access to essential resources.
  • Solvent Recovery and Distillation Facilities: Promoting resource efficiency and waste reduction.
  • Steam Generation and Distribution Networks: Essential utilities for chemical processes.
  • Interconnected Pipeline Networks: Streamlining logistics within the park.
  • Logistics and Warehousing Facilities: Optimizing supply chain management.

The selection of states for these chemical parks will be through a challenge-based competitive process, ensuring that only the most prepared and committed states are chosen.

Economic and Environmental Benefits

The BHAVYA Rasayan Scheme is poised to deliver a multitude of benefits, both economic and environmental. Economically, the development of these dedicated chemical parks is expected to attract substantial investments, with Union Minister Ashwini Vaishnaw indicating that each park could see investments ranging from ₹20,000 crore to ₹50,000 crore, acting as a significant economic multiplier. This influx of capital will lead to large-scale employment generation, contributing to the overall economic growth and development of the nation. By fostering a globally competitive environment, Indian chemical manufacturers will be better integrated into global value chains, leading to increased exports and reduced import dependency.

Environmentally, the scheme promotes sustainable industrial development through centralized waste treatment and hazardous waste management infrastructure. This ensures better compliance with environmental regulations, fostering an eco-friendly ecosystem for the chemical industry. The initiative underscores the government's commitment to industrial growth that is both robust and responsible.

A Leap Towards Atmanirbhar Bharat

The approval of the BHAVYA Rasayan Scheme is a significant step towards realizing the vision of 'Atmanirbhar Bharat' (Self-Reliant India) and 'Viksit Bharat 2047' (Developed India by 2047). The chemical and petrochemical sector is foundational, providing critical inputs for a diverse array of industries including agriculture, textiles, pharmaceuticals, nutraceuticals, construction, automobiles, and electronics. By strengthening this core industry, the scheme will have a cascading effect, boosting downstream sectors and fostering a robust domestic supply chain. This strategic investment in infrastructure and manufacturing capacity will not only enhance India's global competitiveness but also secure its industrial future, creating a sustainable and prosperous ecosystem for years to come. The Ministry of Chemicals & Fertilizers is at the helm of this scheme, ensuring its effective implementation.
