West Bengal is officially rolling out the Ayushman Bharat health scheme from July 2026, marking a significant step towards universal healthcare. This pivotal move will see the integration of the Centre's flagship health insurance program, Pradhan Mantri Jan Arogya Yojana (PM-JAY), with the state's existing Swasthya Sathi scheme, promising to benefit millions of families across the state.
A Landmark Rollout for West Bengal
In a historic development, West Bengal officially became the 36th State/Union Territory to implement the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB PM-JAY) on June 8, 2026, culminating the nationwide adoption of this extensive health assurance scheme. The Memorandum of Understanding (MoU) for its implementation was signed between the National Health Authority (NHA) and the Department of Health & Family Welfare, Government of West Bengal. Following this agreement, the benefits of the Ayushman Bharat scheme, including the distribution of Ayushman Bharat cards, are anticipated to commence from July 2026. Chief Minister Suvendu Adhikari has reiterated a target for the Ayushman Bharat rollout by July 15, 2026.
From Standalone to Integration: The Journey
West Bengal's journey with Ayushman Bharat has been unique. The state had initially opted out of the central scheme, with the previous Trinamool Congress government withdrawing from the program in January 2019 to focus on its own comprehensive health coverage model, Swasthya Sathi. However, a significant shift occurred in May 2026, when the new BJP government, under the leadership of Chief Minister Suvendu Adhikari, decided to implement the Ayushman Bharat Yojana during its first cabinet meeting after the 2026 West Bengal Legislative Assembly election. This decision marks a major policy change, bringing West Bengal in alignment with the national healthcare framework and extending its benefits to a wider population.
Merging Strengths: Ayushman Bharat and Swasthya Sathi
A crucial aspect of this rollout is the planned integration of Ayushman Bharat with West Bengal's existing state health scheme, Swasthya Sathi. The state government has clarified that beneficiaries currently covered under Swasthya Sathi will be incorporated into the Ayushman Bharat system. This will not involve completely scrapping Swasthya Sathi but rather a strategic merger, with officials working towards a co-branding arrangement. The state cabinet has even set a deadline of September 30, 2026, to fully integrate Swasthya Sathi with Ayushman Bharat. This integration is expected to allow current Swasthya Sathi beneficiaries to gradually transition into the Ayushman Bharat infrastructure, thereby gaining access to its portability benefits across an extensive network of over 36,000 empanelled hospitals nationwide. While Swasthya Sathi previously faced challenges regarding low package rates and payment issues at some private hospitals, the merger aims to mitigate these concerns by providing access to a larger national network and central funding support.
Comprehensive Benefits for Millions
The combined Ayushman Bharat-Swasthya Sathi scheme will offer substantial healthcare benefits. It provides a health cover of up to ₹5 lakh per family annually for secondary and tertiary care hospitalization. The scheme is designed to be cashless and paperless, utilizing a fully digital platform for seamless access to services. A significant feature is its comprehensive coverage, which includes 3 days of pre-hospitalization and 15 days of post-hospitalization expenses, encompassing diagnostic care and medicines. Importantly, there are no restrictions based on family size, age, or gender, and all pre-existing medical conditions are covered from day one. The portability feature of PM-JAY is particularly advantageous, enabling beneficiaries from West Bengal to avail cashless treatment at any empanelled hospital across the country, ensuring continuity of care, especially for migrant workers and their families.
Who Stands to Gain?
The rollout of Ayushman Bharat in West Bengal is set to extend financial protection against catastrophic health expenditures to a vast number of its residents. Approximately 1.43 crore eligible families, totaling around 6 crore individuals, are expected to benefit from this scheme. This extensive coverage includes 1.24 crore low-income families identified through the Socio-Economic Caste Census (SECC) database, nearly 16 lakh households with senior citizens aged 70 and above, and 3 lakh families of frontline health workers such as ASHAs and Anganwadi workers. Furthermore, all other permanent residents of West Bengal currently covered under the Swasthya Sathi scheme will also be onboarded to Ayushman Bharat. This broad inclusion ensures that a significant portion of the state's population gains access to quality healthcare services without the burden of hefty medical bills. Understanding the Funding
The Ayushman Bharat PM-JAY operates as a centrally sponsored scheme, meaning its funding is jointly contributed by both the Union government and the respective state governments. In West Bengal, the cost for common beneficiaries will be shared between the Centre and the state in a 60:40 ratio. For the financial year 2026-27, the Union government has committed an annual contribution of nearly ₹1,000 crore, with a total allocation of ₹3,505 crore conveyed for the state. Notably, for beneficiaries who were previously covered under Swasthya Sathi but do not meet the original eligibility criteria of Ayushman Bharat, the state government has committed to bearing the entire premium, ensuring that no current beneficiary is left behind in the transition. This collaborative funding model aims to ensure the sustainability and reach of the scheme across the state.
The Anticipated Impact and Way Forward
The implementation of Ayushman Bharat in West Bengal is poised to bring about a transformative impact on the state's healthcare landscape. It is expected to significantly reduce out-of-pocket expenditure on healthcare, offering substantial financial protection to poor and vulnerable families. The scheme is also anticipated to strengthen West Bengal's healthcare ecosystem by improving access to quality and affordable medical treatment through a wide network of public and empanelled private hospitals. The state health department has already commenced the process of onboarding private hospitals into the Ayushman Bharat system, with workshops and virtual meetings being held to expedite registrations and empanelment. Hospitals across Kolkata are making arrangements for this transition, indicating a collective effort to ensure a smooth rollout. While some operational details of the merger are still being finalized, the overarching goal remains to provide enhanced and seamless healthcare services to the citizens of West Bengal.
