Ayushman Bharat PM-JAY: Revolutionizing Healthcare, Surpassing 44 Crore Ayushman Cards Nationwide
Quick Navigation
Introduction to PM-JAY
India's Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB PM-JAY) has significantly expanded healthcare access, now having generated over 44 crore Ayushman Cards, providing cashless treatment to millions. This landmark initiative, launched on September 23, 2018, from Ranchi, Jharkhand, is the world's largest government-funded health assurance scheme, aiming to provide free access to health insurance coverage for low-income earners and vulnerable sections of the country. Overseen by the National Health Authority (NHA) under the Ministry of Health and Family Welfare, PM-JAY is a crucial step towards achieving Universal Health Coverage (UHC) and ensuring that no one is left behind due to catastrophic health expenditures.
A Monumental Milestone: Over 44 Crore Cards
The Ayushman Bharat PM-JAY scheme has achieved a remarkable feat, with more than 44.73 crore Ayushman Cards created nationwide as of July 22, 2026. This achievement far surpasses the significant milestone of over 36 crore cards, which was a celebrated figure in earlier reports, highlighting the rapid and continuous expansion of the scheme's reach. The creation of these cards empowers millions of families by providing a crucial health safety net. The sheer scale of card generation underscores the government's commitment to making quality healthcare accessible and affordable for its citizens, particularly the poor and vulnerable populations.
Benefits of the Ayushman Card: A Lifeline for Millions
The Ayushman Card serves as a robust financial shield against medical emergencies, offering a comprehensive health cover of up to ₹5 lakh per family per year for secondary and tertiary care hospitalization. Key benefits include:
- Cashless and Paperless Access: Beneficiaries can avail cashless and paperless treatment at any empanelled public or private hospital across the country, eliminating the burden of immediate financial transactions.
- Comprehensive Coverage: The scheme covers a wide array of medical procedures, including approximately 1,961 treatment packages across 27 medical specialities, ranging from common illnesses to critical procedures like cancer care, cardiac treatments, and maternity care.
- No Cap on Family Size or Age: PM-JAY ensures inclusivity by having no restrictions on family size, age, or gender, covering all members of eligible families.
- Pre-existing Conditions Covered: All pre-existing diseases are covered from day one of the policy, providing immediate relief to beneficiaries.
- Pre- and Post-Hospitalization Expenses: The scheme also covers expenses incurred during three days of pre-hospitalization and 15 days of post-hospitalization, including diagnostic care and medicines.
Expanding Reach and Digital Leap
Initially targeting 10.74 crore poor and vulnerable families based on the Socio-Economic Caste Census (SECC) 2011, the beneficiary base was revised to 12 crore families in January 2023 to account for population growth. The scheme has continuously expanded its reach, demonstrating a commitment to broader health inclusivity. In March 2024, approximately 37 lakh additional families of Accredited Social Health Activists (ASHAs), Anganwadi Workers (AWWs), and Anganwadi Helpers (AWHs) were brought under the scheme's umbrella. Furthermore, in October 2024, PM-JAY was expanded to provide free treatment benefits of up to ₹5 lakh per year to all senior citizens aged 70 years and above, irrespective of their socio-economic status, covering an estimated 6 crore individuals.
A significant aspect of Ayushman Bharat's success is its digital infrastructure. The Ayushman Bharat's Digital Leap: Over 43.5 Crore Cards Issued, Revolutionizing India's Healthcare Access highlights how digital initiatives are streamlining healthcare. The Ayushman Bharat Digital Mission (ABDM) is building a national digital health ecosystem, facilitating the creation of unique Ayushman Bharat Health Account (ABHA) IDs for citizens and enabling seamless digital health records. An official Ayushman mobile app is also available, allowing beneficiaries to access and manage their Ayushman Cards conveniently. As of February 28, 2026, over 86 crore Ayushman Bharat Health Accounts (ABHA) have been created, with more than 90 crore health records linked, and over 2.5 lakh healthcare facilities utilizing ABDM-enabled software.
Driving Down Out-of-Pocket Expenses
One of the most profound impacts of PM-JAY is its success in reducing out-of-pocket expenditure (OOPE) for healthcare. The scheme helps mitigate the financial risk arising from catastrophic health episodes, which previously pushed millions into poverty annually. According to the National Health Accounts Estimates 2022-23, OOPE as a proportion of total health expenditure declined significantly from 62.6% in 2014-15 to 43.4% in 2022-23. This reduction, with recorded savings over ₹1.92 lakh crore as of June 30, 2026, underscores the scheme's effectiveness in providing financial protection and ensuring that essential treatments are within reach for low-income families.
A Nationwide Network of Care
The success of PM-JAY is also attributed to its extensive network of empanelled hospitals. As of June 30, 2026, a total of 37,413 public and private hospitals have been empanelled across the country. This vast network, with 19,483 public and 16,746 private facilities as of February 28, 2026, ensures that beneficiaries have a wide choice of healthcare facilities. The scheme's portability feature is a game-changer, allowing beneficiaries to avail treatment at any empanelled hospital across India, regardless of their home state. This feature has facilitated over 12.69 crore hospital admissions worth ₹1.92 lakh crore as of June 30, 2026, providing cashless treatment to eligible beneficiaries. As of August 25, 2026, a total of 8.39 crore hospital admissions worth ₹1.16 lakh crore have been authorized under the scheme. While the scheme aims for pan-India implementation, as of August 25, 2026, it is reported that NCT Delhi, West Bengal, and Odisha are not directly implementing the scheme. However, many states have expanded the beneficiary base beyond the centrally targeted numbers by converging their state-specific schemes with AB PM-JAY.
The Road Ahead
Ayushman Bharat PM-JAY continues to evolve, strengthening India's journey towards Universal Health Coverage. With its robust digital platform, expanding beneficiary base, and a growing network of healthcare providers, the scheme stands as a testament to India's commitment to ensuring equitable and accessible healthcare for all. The continuous focus on reducing financial hardship and improving health outcomes positions PM-JAY as a transformative force in the nation's public health landscape.
