The journey towards this comprehensive healthcare framework reached a pivotal point on June 8, 2026, when West Bengal signed a Memorandum of Understanding (MoU) with the National Health Authority (NHA), officially becoming the 36th and final state or union territory to implement Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (PM-JAY). Following this, the benefits of the scheme were expected to commence from July 2026. The formal launch event took place on August 16, 2026, led by Chief Minister Suvendu Adhikari, who unveiled the integrated schemes alongside the Mukhyamantri Swasthya Bima Yojana (MMSBY). This marks a strategic shift, as West Bengal had initially implemented PM-JAY in September 2018 but later withdrew on January 10, 2019, only to rejoin the national program after more than seven years.
A Dual-Protection Model: Swasthya Sathi and MMSBY
West Bengal's integrated approach involves a strategic combination of the central Ayushman Bharat scheme with its existing and new state-level programs. The long-standing Swasthya Sathi scheme, launched in December 2016 and entirely funded by the state government, will continue to serve as the foundational enrollment platform. Beneficiaries already covered under Swasthya Sathi who meet the specific deprivation and occupational criteria defined by the Socio-Economic Caste Census (SECC) of 2011 are now being seamlessly migrated and integrated into the national PM-JAY framework.
To ensure that no permanent resident of West Bengal is left without adequate health coverage, the state government has introduced the Mukhyamantri Swasthya Bima Yojana (MMSBY). This new scheme is specifically designed for those enrolled in Swasthya Sathi who do not qualify for the central PM-JAY scheme. A crucial aspect of MMSBY is its provision for pan-India portability, similar to Ayushman Bharat, ensuring beneficiaries can access healthcare beyond state borders. Eligibility for MMSBY is subject to an annual family income ceiling of ₹8 lakh.

Approximately 1.43 crore families, encompassing nearly 6 crore individuals, are expected to benefit from Ayushman Bharat PM-JAY within the state. This extensive coverage includes 1.24 crore eligible beneficiary families, alongside approximately 3 lakh families of Accredited Social Health Activists (ASHAs) and Anganwadi workers and helpers, and nearly 16 lakh families of senior citizens aged 70 years and above. Significantly, all citizens aged 70 and above will automatically qualify for benefits, irrespective of their income.
Furthermore, an additional 80 lakh families who may not be eligible under the specific criteria of Ayushman Bharat will be comprehensively covered by the Mukhyamantri Swasthya Bima Yojana, ensuring a truly inclusive approach to health protection. This integrated system covers an extensive network of healthcare facilities, with Chief Minister Suvendu Adhikari stating that the two programs together would encompass 1,240 private hospitals and 627 government medical facilities within the state. This brings the total number of empanelled hospitals in West Bengal to over 1,850. - Access to Pharmacies: Beneficiaries will also gain access to 100 'Amrit' pharmacies and approximately 480 Pradhan Mantri Jan Aushadhi centres located at government hospitals throughout the state.

The implementation of Ayushman Bharat in West Bengal is a collaborative financial effort. The central government has allocated around ₹1,000 crore for the scheme, covering 60% of the funding, while the state government will bear the remaining 40%. Notably, for the approximately 2.45 crore families currently covered under Swasthya Sathi who are being onboarded onto Ayushman Bharat, the West Bengal government will bear the full premium cost.
