West Bengal has officially launched the Ayushman Bharat PM-JAY scheme, extending health coverage to approximately 6 crore residents. This landmark move ensures cashless treatment up to ₹5 lakh annually for eligible families, marking a new era of inclusive healthcare access in the state.

A Historic Healthcare Milestone

In a significant development for public health, West Bengal formally launched the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (PM-JAY) on August 16, 2026. This day, now designated as 'Ayushman Diwas', heralds a new chapter in providing accessible and affordable healthcare to millions across the state. The ambitious initiative aims to provide financial protection against catastrophic health expenditures, which often push vulnerable families into poverty.

Path to Reintegration: West Bengal's Journey

West Bengal's journey to full integration with Ayushman Bharat has been notable. The state had initially implemented PM-JAY in September 2018 but later withdrew from the scheme on January 10, 2019, opting to run its own state-specific health insurance program, Swasthya Sathi.

However, a pivotal shift occurred with the signing of a Memorandum of Understanding (MoU) between the National Health Authority (NHA) and the West Bengal government on June 8, 2026. This agreement paved the way for West Bengal to become the 36th and final State/Union Territory to fully integrate into the nationwide health insurance framework. Following the MoU, the scheme became active across all districts of West Bengal from July 1, 2026, marking its official rollout.

Unprecedented Coverage for Crores

The re-launch of Ayushman Bharat in West Bengal is set to benefit a massive population, targeting approximately 1.5 crore families, which translates to around 6 crore individuals. This extensive coverage includes 1.24 crore eligible beneficiary families identified under the Socio-Economic Caste Census (SECC) criteria. Furthermore, special provisions extend benefits to around three lakh families of dedicated ASHA (Accredited Social Health Activist) and Anganwadi workers and helpers. Critically, nearly 16 lakh families with senior citizens aged 70 years and above are also brought under its protective umbrella. It is also noteworthy that around 3.4 crore people in West Bengal were already covered under Ayushman Bharat before this formal launch and can now seamlessly avail services.

Comprehensive Benefits at a Glance

Ayushman Bharat PM-JAY offers a robust package of health benefits designed to alleviate financial burdens associated with medical treatments:

  • Cashless Hospitalization: Eligible families receive an annual cashless health cover of up to ₹5 lakh for secondary and tertiary hospitalization. This eliminates the need for upfront payments at empanelled hospitals.
  • No Family Size/Age Limit: The scheme has no upper limit on the number of family members covered, ensuring that all eligible individuals within a family can benefit.
  • Pre-existing Diseases Covered: A crucial benefit is the inclusion of pre-existing medical conditions from day one, providing immediate relief to those with chronic illnesses.
  • Pre and Post-Hospitalization Expenses: The coverage extends beyond the hospitalization period, encompassing costs for medicines, diagnostic tests, and follow-up treatment for three days before hospitalization and up to 15 days after discharge.
  • Extensive Treatment Portfolio: The scheme covers treatment for 1,950 types of diseases, including complex procedures like knee replacement surgery.

Special Provisions for Senior Citizens

Recognizing the unique healthcare needs of the elderly, Ayushman Bharat PM-JAY includes significant provisions for senior citizens. Every family member aged 70 and above automatically receives an additional ₹5 lakh cover under the Ayushman Vay Vandana scheme. This effectively provides a combined total cover of ₹10 lakh for senior members if their household is already covered under PM-JAY. Notably, all citizens aged 70 and above qualify for this benefit automatically, regardless of their income, ensuring no senior is left without critical health support.

The Dual Shield: Ayushman Bharat and State Schemes

In a strategic move to ensure maximum coverage, the West Bengal government has decided to run Ayushman Bharat in conjunction with its existing state-specific schemes, primarily the Mukhyamantri Swasthya Bima Yojana. This dual-health coverage model ensures that individuals who may not meet the eligibility criteria for the central Ayushman Bharat scheme are still covered by the state's plan, which also provides an annual cashless health coverage of up to ₹5 lakh. Furthermore, Swasthya Sathi cards will remain valid during the transition period, and private hospitals have been directed to accept both, preventing any disruption in services. This integrated approach aims to create a comprehensive health-security framework where no resident of Bengal is left outside the government's health insurance safety net.

Accessing Care: Hospitals and Portability

The scheme has significantly expanded the network of accessible healthcare facilities. A total of 1,930 hospitals across West Bengal, comprising 1,303 private hospitals and 627 government facilities, have been empanelled under Ayushman Bharat. Beyond the state borders, beneficiaries enjoy the crucial benefit of portability, allowing them to avail treatment at over 40,000 empanelled hospitals nationwide. This is particularly advantageous for migrant workers and residents who may require medical attention while traveling outside West Bengal.

The central government has allocated around ₹1,000 crore for the implementation of Ayushman Bharat in West Bengal, covering 60% of the funding, with the state bearing the remaining 40%. Additionally, the central government had earlier allocated ₹3,505 crore through the National Health Mission in 2026 for West Bengal's integration, covering hospital empanelment, technology infrastructure, and card issuance.

In a step towards making healthcare more accessible, Health & Wellness Centres (Suswasthya Kendras) across the state will also be renamed 'Ayushman Arogya Mandir' in line with the Ayushman Bharat scheme.

Eligibility and Application

To ascertain eligibility for the Ayushman Bharat PM-JAY scheme, residents can visit the official Ayushman Bharat beneficiary portal at beneficiary.nha.gov.in. It's important to note that holding a Swasthya Sathi card does not automatically confirm PM-JAY eligibility, and a separate check is required. The government has also assured that no money will be charged for issuing Ayushman Bharat cards, ensuring the process is accessible to all eligible individuals. The first patient registration under the scheme was officially completed at Medicare General Hospital in Bankura's Kotulpur, marking the immediate impact of this crucial healthcare initiative.
