West Bengal has officially launched the Ayushman Bharat health insurance scheme, marking a pivotal moment in expanding healthcare access across the state. A Historic Stride Towards Universal Health
In a landmark move, West Bengal officially rolled out the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB-PMJAY) on August 16, 2026, a day now commemorated as 'Ayushman Diwas' in the state. This significant development positions West Bengal as the 36th state or Union Territory to embrace the central government's flagship health insurance scheme, promising to enhance healthcare accessibility and affordability for its citizens.
Seamless Integration: State and Centre Join Forces
The implementation of Ayushman Bharat in West Bengal involves a strategic integration with the state's existing health insurance initiatives, primarily the Mukhyamantri Swasthya Bima Yojana (also referred to as the Chief Minister Health Insurance Scheme). While the state previously relied on its Swasthya Sathi scheme, the new arrangement aims to offer a unified and expanded healthcare safety net. West Bengal's Chief Minister Suvendu Adhikari, at the launch event, emphasized that this collaboration would provide wider access to specialized medical facilities both within and beyond the state.
For a transitional period, the Swasthya Sathi scheme will operate concurrently with Ayushman Bharat and the Mukhyamantri Swasthya Bima Yojana. This ensures a smooth shift, with Swasthya Sathi being gradually phased out once beneficiaries are successfully migrated to the new schemes and services are established without issues.
Unprecedented Coverage for Millions
The combined schemes are set to provide a robust healthcare shield for a vast population. Approximately 1.43 crore families, encompassing nearly six crore people, are expected to be covered under Ayushman Bharat. Furthermore, an additional 80 lakh families who do not meet the central scheme's eligibility criteria will receive identical benefits under the state's Mukhyamantri Swasthya Bima Yojana. This dual-scheme approach ensures that no eligible resident of West Bengal will be left outside the government's health insurance safety net.
The core benefit of the scheme is cashless health coverage of up to ₹5 lakh per family per year, applicable for secondary and tertiary hospitalization. This coverage is comprehensive, extending to three days of pre-hospitalization and fifteen days of post-hospitalization expenses, including diagnostic tests and medicines. A significant advantage is that there is no upper limit on the number of family members covered, ensuring every eligible member benefits, and pre-existing medical conditions are covered from day one.
Special Focus on Senior Citizens
A particularly welcome aspect of the expanded scheme is the automatic inclusion of all citizens aged 70 and above, regardless of their income. This provision offers an additional layer of financial security for the elderly, addressing a critical need for accessible and affordable senior care. This specific expansion is a major relief for the state's older population.

Beyond the elderly, frontline health workers such as ASHA workers, Anganwadi Workers (AWW), and Anganwadi Helpers (AWH) are also directly included as beneficiaries, recognizing their invaluable contribution to public health.
Expansive Hospital Network and Cashless Benefits
With this rollout, beneficiaries in West Bengal can access treatment at 1,930 hospitals across the state, including 1,303 private facilities and 627 government medical centers. Crucially, the scheme offers pan-India portability, meaning beneficiaries can avail cashless treatment at approximately 38,600 empanelled hospitals nationwide. This feature is particularly beneficial for migrant workers and individuals who may require medical attention while traveling outside West Bengal.
The schemes now cover around 1,950 treatment packages, an increase from the approximately 1,700 procedures available under the previous state health scheme. Notably, expensive procedures like knee and hip replacement surgeries are now fully covered, addressing a significant gap in earlier provisions. To further enhance accessibility to medicines, agreements have been reached for the launch of 100 'Amrit' pharmacies and around 480 Pradhan Mantri Jan Aushadhi centres at government hospitals across the state.
Ensuring Quality and Tackling Irregularities
To uphold the quality of care and prevent potential misuse, the West Bengal government is establishing robust monitoring mechanisms. A nodal team from the state Health Department will conduct fortnightly review meetings with private hospitals. These meetings are designed to address concerns regarding reimbursement rates, unreasonable billing, excessive package charges, and other irregularities. Initial agreements with private hospitals have been finalized for a 90-day period, indicating a proactive approach to ensuring smooth implementation and adherence to guidelines.
This commitment to oversight is vital for the scheme's success and aligns with national efforts to maintain high standards within the Ayushman Bharat framework. It's noteworthy that the broader Ayushman Bharat scheme has demonstrated a strong stance against violations, with the government previously de-paneling numerous hospitals for major infractions.

The Road Ahead
The implementation of Ayushman Bharat in West Bengal, co-funded with the Centre allocating approximately ₹1,000 crore (60% share) and the state bearing the remaining 40%, marks a new chapter in the state's healthcare journey. While initial operational challenges are expected, the concerted efforts by both the central and state governments, along with active participation from public and private healthcare providers, are geared towards a major overhaul of the healthcare system. This initiative is poised to significantly reduce out-of-pocket expenses for millions and ensure equitable access to quality medical care, fostering a healthier West Bengal and a healthier India.
