Introduction to PM JANMAN

The Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM JANMAN) stands as a landmark initiative by the Government of India, specifically designed to uplift the socio-economic conditions of Particularly Vulnerable Tribal Groups (PVTGs). Launched on November 15, 2023, coinciding with Janjatiya Gaurav Diwas, the mission addresses the long-standing developmental gaps faced by these communities. With the Ministry of Tribal Affairs serving as the nodal ministry, PM JANMAN aims to deliver basic facilities and services directly to 75 identified PVTG communities residing across 18 states and one Union Territory, including the Andaman & Nicobar Islands.

A Transformative Vision

PM JANMAN is implemented through an innovative inter-ministerial convergence model, involving 11 critical interventions carried out by nine different line ministries and departments. This 'whole-of-government' approach ensures a holistic development strategy, covering various aspects of life that were previously unaddressed for these isolated communities. The scheme has a substantial total budgetary outlay of Rs 24,104 crore for the period of FY 2023-24 to 2025-26, with the Central Government contributing Rs 15,336 crore and the states contributing Rs 8,768 crore. This dedicated funding ensures that the implementation of PM JANMAN is robust and sustainable, making a tangible difference in the lives of PVTGs.

Key Interventions and Progress

The mission focuses on saturating PVTG households and habitations with essential services, ensuring that development reaches the last mile. The progress under various interventions, as reported up to June 30, 2026, highlights significant strides made in transforming these communities.

Housing for All

A core component of PM JANMAN is the provision of safe and dignified housing. The scheme aims to provide pucca (permanent) houses to all eligible PVTG households currently residing in kaccha (temporary) houses, targeting 4.90 lakh households. The basic unit cost for each house has been enhanced to Rs 2,00,000, with additional facilities increasing the total support to Rs 2,39,000 per household. As of June 30, 2026, a remarkable 4,82,554 houses have been sanctioned under the rural housing component, with 3,05,860 already completed.

Ensuring Clean Water

Access to clean and safe drinking water is a fundamental right that PM JANMAN is working to ensure for every PVTG household. The mission provides for piped water supply or Functional Household Tap Connections (FHTCs). For smaller villages and habitations with fewer than 20 households, community water supply systems are being established to cater to their needs.

Boosting Connectivity: Roads & Telecom

Improved connectivity is vital for socio-economic integration. The scheme aims to construct 8,000 kilometers of connecting roads, linking approximately 6,500 PVTG villages, at an estimated cost of Rs 1 crore per kilometer. In a testament to this commitment, many remote areas are receiving road access for the first time. To bridge the digital divide, the mission also targets the installation of 3,000 mobile towers in villages and habitations that previously lacked telecom coverage.

Enhanced Healthcare Access

Healthcare accessibility is being significantly improved with the deployment of 1,000 Mobile Medical Units (MMUs) in PVTG habitations and villages. Each MMU operates with an estimated annual cost of Rs 33.88 lakh, ensuring essential medical services reach remote populations. The focus is on providing comprehensive health and nutrition support to these vulnerable groups.

Education, Skill Development & Livelihood

Education infrastructure is being strengthened with the construction of 500 residential hostels in existing schools within PVTG areas, each costing around Rs 2.75 crore. Additionally, 2,500 Anganwadi Centres (AWCs) are being constructed in PVTG habitations and villages, with a unit cost of Rs 12 lakh per centre, providing vital early childhood care and nutrition. For livelihood support, the mission aims to establish 500 Van Dhan Vikas Kendras (VDVKs). As of the latest updates, 540 VDVKs have been sanctioned, with 491 already commencing business operations. Nationally, 3,406 VDVKs have been operationalized, generating approximately Rs 174 crore through the sale of value-added forest produce.

Electrification & Renewable Energy

Bringing electricity to every household is a key focus. PM JANMAN provides for solar power solutions to one lakh PVTG households, with funding support of Rs 50,000 per household or the actual cost for a 300-watt supply. The scheme also ensures on-grid electricity connections to identified beneficiaries. Progress has been notable, with 1,46,291 households sanctioned under the Revamped Distribution Sector Scheme (RDSS) and 1,35,209 already electrified. Under the Ministry of New and Renewable Energy (MNRE) component, 8,852 households were sanctioned for electrification, with 7,447 having received electricity.

Social Inclusion & Documentation

A significant barrier for PVTGs has been the lack of essential identity documents. Through saturation camps, PM JANMAN has facilitated the issuance of over 2 lakh Aadhaar cards, 5 lakh Ayushman cards, and 50,000 Jan Dhan accounts in PVTG areas, thus integrating these communities into the formal welfare system. Furthermore, over 5 lakh tribal families holding Forest Rights Act pattas have received PM Kisan benefits, a meaningful step towards connecting land rights with livelihood support.

Monitoring and Impact

The implementation of PM JANMAN is meticulously monitored through a robust digital framework. Habitation-level data collection is undertaken using a mobile application on the PM Gati Shakti Portal, enabling the identification of PVTG population figures and infrastructure gaps. This data-driven approach allows the nine participating ministries to get a real-time ground-level picture for effective planning and execution. The scheme's impact is already visible, with projects worth over Rs 7,000 crore sanctioned in its initial three months. A notable success story includes a village of the Sahariya tribe in Baran district, Rajasthan, which received electricity for the first time in 78 years under PM JANMAN. In West Bengal, all 3,372 sanctioned PVTG households have been electrified.

The Road Ahead

PM JANMAN represents a constitutional commitment to communities that have historically been at the margins of development. While significant progress has been made, particularly in reaching households that were previously outside the welfare system, the focus moving forward will be on the timely completion of already sanctioned projects. Addressing challenges such as outdated population data will be crucial for the continued success of the mission. The government remains dedicated to ensuring that these vital interventions lead to a lasting positive change in the lives of India's most isolated communities, realizing the vision of inclusive growth and development for all.
