The GOBARdhan Central Sector Scheme, administered by the Ministry of Petroleum and Natural Gas (MoPNG), is designed for implementation from Financial Year 2026-27 to 2035-36, establishing CBG as a major pillar of India's future energy mix. Its primary objectives are multifaceted and ambitious:

An Integrated Framework: Key Components of the Scheme

The newly launched GOBARdhan Central Sector Scheme provides a robust and predictable framework to scale up India's CBG sector nationwide. It encompasses six integrated components designed to provide comprehensive support across the CBG value chain.

Assured Offtake and Stable Pricing

A cornerstone of the scheme is the establishment of a dedicated CBG Offtake Assurance framework, providing a reliable and predictable market for producers. This includes mandatory blending targets for City Gas Distribution (CGD) entities: 3% in FY 2026-27, 4% in FY 2027-28, and 5% from FY 2028-29 onwards, ensuring guaranteed demand in transport (CNG) and domestic (PNG) segments. Furthermore, the government has introduced a backed administered price of ₹2,110 per Metric Million British Thermal Unit (MMBTU), equivalent to ₹105 per kilogram of CBG, providing stable and remunerative pricing for a 10-year horizon.

Capital Assistance and Infrastructure Development

To incentivize the setup and expansion of CBG plants, the scheme offers targeted capital assistance of up to ₹2 crore per Ton Per Day (TPD) of installed CBG capacity. This support extends to both greenfield (new) and brownfield (expanding) projects, covering feedstock aggregation and organic manure processing infrastructure. Complementing this, the Development of Pipeline Infrastructure (DPI) Scheme, with an outlay of ₹994.5 crore for FY 2024-25 to FY 2028-29, is in place to strengthen CBG evacuation and market access. Such infrastructure development is crucial for integrating CBG into existing gas distribution networks. The Cabinet's recent reforms, including the JI-VAN Yojana to boost biofuels, further highlight the government's holistic approach to green energy and sustainable development.

Credit Guarantee and Ecosystem Challenge Fund

To enhance access to affordable finance and encourage broader participation, particularly from MSMEs, women entrepreneurs, and first-time developers, the scheme provides credit guarantee coverage of up to 85% on eligible loans for CBG projects. This mechanism aims to reduce lending risk, improve project bankability, and reduce collateral requirements. Additionally, a dedicated CBG Ecosystem Challenge Fund has been established to accelerate district-level implementation and strengthen local value chains across the CBG ecosystem.

Promoting Organic Manure

Beyond clean fuel, the GOBARdhan scheme also strongly emphasizes the production and promotion of organic fertilizers. The Market Development Assistance (MDA) Scheme provides ₹1,500 per metric tonne for Fermented Organic Manure (FOM), Liquid Fermented Organic Manure (LFOM), and Phosphate Rich Organic Manure (PROM) produced from GOBARdhan and CBG plants. This not only offers additional income streams but also contributes to improving soil health and reducing reliance on chemical fertilizers.

With India currently meeting nearly 50% of its natural gas requirements through imports, the scheme offers a vital domestic renewable energy source. By increasing domestic CBG production tenfold, GOBARdhan will significantly reduce import dependence, saving over ₹40,000 crore in foreign exchange. The Unified GOBARdhan Portal: A Digital Hub

To streamline the implementation and monitoring of the scheme, the government has developed the Unified GOBARdhan Portal (gobardhan.co.in). This online platform serves as a centralized repository for registration and information related to biogas, CBG, and Bio-CNG plants. Project proponents, including government entities, cooperatives, and private players, can register their plant information, feedstock details, capacity, and location to avail benefits and support from various ministries and departments. As of August 6, 2026, a total of 1,908 Compressed Biogas (CBG)/Bio-CNG plants have been registered across the country, with 217 plants already commissioned and 339 under construction, demonstrating significant momentum.
