The Odisha government has introduced a crucial ex-gratia scheme, offering Rs 2 lakh for students suffering accidental death or permanent disability. This initiative, which also leverages Ayushman Bharat aid, aims to provide vital financial support and ensure continued access to healthcare for students involved in unfortunate incidents.
In a significant move towards bolstering student welfare, the Odisha School and Mass Education Department recently issued new guidelines for providing ex-gratia assistance to students affected by accidents. This progressive step underscores the state's commitment to protecting its young learners and mitigating the financial burden on families during times of crisis. The revised scheme, which came into effect following an official order issued on a Thursday, has replaced the provisions previously notified in March 2015, introducing a more comprehensive framework for support.
Key Details of the Ex-Gratia Scheme
Under the newly announced scheme, parents or the next of kin of eligible students will receive an ex-gratia assistance of Rs 2 lakh in cases of accidental death or permanent disability. This financial aid is designed to offer a crucial safety net, acknowledging that such unforeseen events can profoundly disrupt a student's education and family's well-being. Permanent disability, as defined by the scheme, refers to an irreversible impairment that significantly hinders a student's ability to continue their education or engage in daily activities, requiring certification by a government medical authority.
Beyond the primary ex-gratia amount, the scheme also extends relief for injured students who require advanced medical treatment outside their home district. Such students will be eligible for assistance of up to Rs 30,000 for transfer expenses. Furthermore, those undergoing treatment for more than three days at a district headquarters hospital will be entitled to up to Rs 10,000 towards transportation expenses.
Who is Covered and When?
The comprehensive scheme covers students from Sishu Vatika (kindergarten) to Class 12. This includes those enrolled in state-run and aided schools, as well as students of Odisha Adarsha Vidyalayas (OAVs) and Odisha Model Adarsha Vidyalayas (OMAVs).
The assistance applies to a broad range of unfortunate circumstances, specifically accidents occurring:
- On school premises.
- While travelling to or from school.
- During school-related activities.
- Road accidents involving students.
- Food poisoning incidents linked to the mid-day meal program.
The Ayushman Bharat Connection
A critical aspect of this initiative is the explicit mention of leveraging existing national health programs. The Odisha government has specified that eligible students will receive free treatment at government hospitals. Additionally, they may also avail themselves of assistance under schemes such as Ayushman Bharat, the Chief Minister's Relief Fund (CMRF), and the Red Cross, wherever applicable.
This integration with Ayushman Bharat is particularly noteworthy. As India's ambitious digital health revolution accelerates, the Ayushman Bharat Digital Mission (ABDM) has soared past 90 crore ABHA accounts, signifying a massive expansion of digital health infrastructure. By directing students and their families towards Ayushman Bharat, the Odisha government is ensuring that they can access a wider network of healthcare services and financial protection for medical expenses beyond what the ex-gratia provides. This multi-pronged approach strengthens the overall support system for students, making sure that both immediate financial needs and long-term healthcare requirements are addressed.
Streamlined Approval and Timely Disbursement
To ensure that aid reaches families swiftly, the Odisha government has put in place a clear authorization process. The Headmaster or Principal of the school, along with the Block Education Officer (BEO), District Education Officer (DEO), and District Collector, have been authorized to sanction the ex-gratia assistance. Emphasizing prompt relief, the order mandates that once approved, the amount must be transferred to the guardian's bank account within 24 hours.
The ex-gratia amount will be paid with priority to the mother. If the mother is not alive, the father will receive the assistance. In the absence of both parents, a guardian identified by the District Collector will be the beneficiary.
