Telangana's 2026-27 budget unveils a robust framework for social welfare and health, committing substantial allocations to new and expanded schemes. This comprehensive plan focuses on universal insurance, enhanced public education, advanced healthcare, and employment generation, promising a brighter future for its citizens.
Telangana Budget 2026-27: A Snapshot
The Telangana government, under Deputy Chief Minister and Finance Minister Mallu Bhatti Vikramarka, presented a forward-looking budget for the fiscal year 2026-27, with a colossal total outlay of ₹3.24 lakh crore. This marks a significant increase of approximately ₹20,000 crore compared to the previous financial year, demonstrating the state's commitment to progressive development. The budget meticulously outlines a revenue expenditure of ₹2,34,406 crore and a capital expenditure of ₹47,267 crore, strategically prioritizing welfare, agriculture, infrastructure, education, and health sectors. The financial roadmap aims to balance welfare commitments with long-term development goals across all sectors.
Transformative Welfare Schemes: Securing Every Household
A cornerstone of the 2026-27 budget is the substantial allocation of ₹50,713 crore towards the state's six guarantee schemes, reinforcing the government's pledge to its citizens. These initiatives include significant funding for schemes like Rythu Bharosa, receiving ₹18,000 crore, and Cheyutha, which has been allocated ₹14,861 crore for the expansion of pensions, aiming to sanction 2 lakh new pensions for eligible beneficiaries. Indiramma Housing also sees a provision of ₹5,500 crore, ensuring housing security for many.
Indiramma Family Life Insurance: Universal Protection
A landmark initiative is the introduction of the Indiramma Family Life Insurance Scheme, set to launch on June 2, 2026, coinciding with State Formation Day. This pioneering scheme will provide a life insurance cover of ₹5 lakh to each of the 1.15 crore families across the state, irrespective of their economic status. A substantial allocation of ₹4,000 crore has been proposed to ensure the successful implementation of this universal insurance coverage.
Education Revitalization: Investing in Future Generations
The budget places a strong emphasis on education with several new schemes designed to uplift learning standards and student welfare. An allocation of ₹26,674 crore has been made for the education sector.
- Telangana Public Schools Upgrade: Selected government institutions will undergo a significant transformation into 'Telangana Public Schools'. These upgraded schools will boast modern infrastructure, digital learning facilities, highly trained teachers, and dedicated transport systems. The initiative, backed by a ₹500 crore allocation, aims to provide quality education from pre-primary to Class 12, with each school catering to approximately 1,500 students.
- Breakfast Scheme for Students: Starting from the 2026-27 academic year, a new breakfast scheme will be introduced for students from pre-primary to intermediate levels. This program will provide nutritious food, including milk three days a week and ragi malt on the remaining days, with an allocation of ₹800 crore to enhance student health and academic performance.
- Midday Meals Extended: The existing midday meal scheme will be extended to students attending government junior colleges (Intermediate level) for the first time, with a budget allocation of ₹100 crore.
- Motorised Vehicle Distribution: A new initiative for differently-abled students pursuing higher education involves the distribution of motorised vehicles, aimed at improving accessibility and promoting inclusive education.
Empowering Youth Through Employment
Recognizing the importance of creating opportunities, the Telangana government has introduced schemes focused on skill development and employment:
- CM Overseas Employment Programme: To facilitate international employment opportunities for the state's youth, the 'CM Overseas Employment Programme' will be launched. This initiative will offer comprehensive support including skill development, language training, visa guidance, and travel assistance, helping job seekers in sectors like healthcare, hospitality, construction, and logistics. A substantial allocation of ₹1,056 crore has been proposed for this program.
- Scholarship for Trainees: Trainees undergoing vocational training in Advanced Training Centres (ATCs) will receive a monthly scholarship of ₹2,000, supported by a budget allocation of ₹80 crore.
Revolutionizing the Health Sector: A New Era of Care
The health sector has received a significant boost in the 2026-27 budget, with an allocation of ₹13,679 crore. This represents an increase of ₹1,286 crore from the previous year, underscoring the government's commitment to public health. The focus areas include maternal and child health, youth health, control of chronic diseases, and mental healthcare.
Cashless Health Protection for Employees and Pensioners
A major highlight is the launch of a new Cashless Health Protection Scheme (EHS) for approximately 23.51 lakh government employees, pensioners, and their dependents. This scheme, to be implemented through the Rajiv Aarogyasri Trust, will provide cashless treatment for nearly 1,998 diseases in both government and 421 empanelled private hospitals. Beneficiaries will also receive digital health cards for seamless access to services.
- Employees' Accident Insurance Scheme: Complementing the cashless health scheme, a comprehensive Employees' Accident Insurance Scheme has been introduced. This scheme offers a compensation of ₹1.2 crore in case of accidental death, ₹10 lakh in term life insurance up to the age of 60, and ₹2 crore coverage for deaths occurring in air accidents. This scheme covers 7.57 lakh employees and pensioners, with a combined allocation of ₹1,056 crore for both the health and accident insurance initiatives.
Digital Health and Infrastructure Expansion
Telangana is set to significantly expand its healthcare infrastructure and digitize health records:
- Massive Bed Expansion: By the end of 2026, the government plans to add 6,582 new hospital beds through the completion of TIMS hospitals in Sanath Nagar, LB Nagar, and Alwal, along with the expansion of NIMS in Hyderabad and the Multi Super-Speciality Hospital in Warangal. This expansion will bring the state's total tertiary care capacity to 44,029 beds, exceeding the Indian Public Health Standard of one bed per 1,000 people.
- Digital Health Profiles: The government will create a Digital Health Profile for every citizen and distribute Digital Health Cards. This initiative aims to enable early disease detection and maintain a seamless, digitized medical history for all residents.
A Holistic Approach to Progress
Beyond these key welfare and health initiatives, the budget also includes provisions for other crucial sectors. The Panchayat Raj department received a significant allocation of ₹33,688 crore, emphasizing rural development. Minorities Welfare also saw an increase in allocation to ₹3,769 crore, with initiatives like distributing 10,000 sewing machines to women and providing skill development training to 4,655 youth. The Chief Minister's Overseas Scholarship Scheme for minority students continues with an allocation of ₹130 crore.
