A New Era of Healthcare in West Bengal

The landscape of healthcare in West Bengal has entered a transformative phase with the formal rollout of the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (PM-JAY) across the state from July 2026. This pivotal decision sees West Bengal rejoining the Centre's flagship health insurance scheme, nearly seven years after its withdrawal. The return to PM-JAY signifies a concerted effort to extend comprehensive health coverage to a wider section of the population, aiming to alleviate the financial burden of medical emergencies on vulnerable families. The Journey to Inclusion: West Bengal's Path

West Bengal initially implemented the Ayushman Bharat scheme on September 23, 2018, but the state government subsequently withdrew from the program on January 10, 2019, opting instead to focus on its own health coverage model, Swasthya Sathi. However, a significant shift in policy led to the state's re-entry. On June 8, 2026, West Bengal officially became the 36th State/Union Territory to implement the Ayushman Bharat PM-JAY, following the signing of a Memorandum of Understanding (MoU) between the National Health Authority (NHA) and the Department of Health and Family Welfare, Government of West Bengal. The ceremony, presided over by Union Health Minister J.P. Nadda and attended by West Bengal Chief Minister Suvendu Adhikari, underscored the collaborative spirit behind this initiative.

Understanding Ayushman Bharat PM-JAY

Ayushman Bharat PM-JAY, launched by Prime Minister Narendra Modi in 2018, stands as the world's largest government-funded health assurance scheme. It aims to provide free access to health insurance coverage for economically weaker sections of the country, benefiting over 12 crore impoverished and vulnerable families nationwide. The scheme offers a health cover of up to ₹5 lakh per family per year for secondary and tertiary hospitalization care. As of July 22, 2026, over 44.73 crore Ayushman cards have been generated across India, facilitating more than 12.69 crore hospital admissions amounting to ₹1.92 lakh crore in cashless treatment. Key features of PM-JAY include:

  • Cashless and Paperless Treatment: Beneficiaries can avail services at any empanelled public or private hospital across the country without upfront payments.
  • Comprehensive Coverage: The scheme covers over 1,961 medical procedures across 27 specialties, including pre-hospitalisation expenses (up to 3 days) and post-hospitalisation expenses (up to 15 days).
  • No Cap on Family Size, Age, or Gender: The scheme provides coverage to the entire eligible family without any restrictions.
  • Pre-existing Diseases Covered: All pre-existing medical conditions are covered from day one.
  • Portability of Benefits: A crucial feature allows beneficiaries to receive cashless treatment at any PM-JAY empanelled hospital nationwide, a significant advantage for migrant workers. As of June 30, 2026, over 29.05 lakh inter-state portability hospital admissions, amounting to more than ₹8,383.97 crore, have been authorized under AB PM-JAY.
  • Inclusion of Senior Citizens: Recently, the scheme was expanded to cover all senior citizens aged 70 years and above, irrespective of their socio-economic background, with a health insurance coverage of ₹5 lakh per year.

Key Benefits for West Bengal Citizens

With West Bengal's re-entry, an estimated 6 crore beneficiaries currently covered under the state's Swasthya Sathi scheme are expected to be integrated into the Ayushman Bharat framework. Additionally, approximately 1.24 crore eligible families in the state will gain access to health coverage under the scheme, with the total potentially reaching 1.43 crore families when including ASHAs, Anganwadi Workers, and senior citizens. This move is set to bring substantial financial protection against catastrophic health expenditures to millions of residents. The central government has allocated ₹3,505 crore through the National Health Mission in 2026 to support West Bengal's integration, covering aspects like hospital empanelment, technology infrastructure, and card issuance.

Chief Minister Suvendu Adhikari highlighted that the agreement would also extend Ayushman Bharat benefits to over one crore migrant residents from Bengal working or studying outside the state, ensuring continuity of healthcare wherever they may be.

West Bengal's homegrown Swasthya Sathi scheme, launched in 2016, has provided cashless healthcare facilities of up to ₹5 lakh per family annually to over 2.5 crore families. This entirely state-funded scheme has been a cornerstone of health coverage for many residents. As beneficiaries under Swasthya Sathi are gradually merged into the Ayushman Bharat framework, the state government has also introduced the Mukhyaministri Swasthya Bima Yojana (MMSBY) in July 2026.

MMSBY is designed to provide ₹5 lakh cashless coverage to permanent residents of West Bengal who are covered by Swasthya Sathi but do not qualify for Ayushman Bharat. Eligibility for MMSBY excludes families with an annual income above ₹8 lakh and those already covered under other state or central government health schemes. This parallel scheme aims to ensure that no eligible resident is left without robust health insurance coverage.

The Road Ahead

The rollout of Ayushman Bharat PM-JAY in West Bengal from July 2026 represents a landmark moment for public health in the state. By integrating with the national scheme, West Bengal aims to further reduce out-of-pocket expenditure on healthcare and enhance access to quality medical treatments across a vast network of empanelled hospitals. The commitment to strengthening the healthcare ecosystem is evident, with plans also underway to establish 468 Pradhan Mantri Jan Aushadhi Kendras, offering medicines at significant discounts, and focusing on recruitment of healthcare professionals. This comprehensive approach holds the promise of a healthier and more financially secure future for the citizens of West Bengal.
